Regular Council Meeting Minutes <br />2-16-09 <br />Page 12 <br />everyone that has documents which need to be shred. They can bring them up here to the Civic <br />Center from 9:00-12:00. We will be glad to shred them for you free of charge. <br />Health Care Task Force - Mrs. Mills reported that everyone should have gotten the minutes <br />from their last meeting. They are progressing. <br />OLD; BUSINESS <br />OPEN PORTION - 3 minute limit imposed by Chair. Those who wish to speak must first state <br />their name and address. <br />Council President Buckholtz stated that he would like to do something a little bit different here. <br />This is another opportunity for an open portion. Before we do that, this Second Reading of <br />Ordinance No. 2008-25, he would like to defer to the Law Department as the best course of <br />action in addressing Council. Are we talking about just leaving it on Second Read and having <br />the neighborhood meeting? Are we talking about voting? Are we talking about moving into <br />Third Read, what is your recommendation? <br />Ms. Calta stated it appears to her that if there is going to be another meeting to discuss the <br />proposed legislation then Council would be inclined to leave these two pieces of legislation on <br />Second Read and the two other pieces of legislation on First Read just as you did in January. <br />Having explained that, Council President Buckholtz asked if everyone understands that we <br />would not be voting on anything tonight. He just wants to ask the residents first and then open <br />the floor to comments if anyone has any comments so that we don't go through a whole litany of, <br />are we voting on it, no we're not voting on it. <br />Brooks Yarbrough asked Council President Buckholtz if he is voting on it or not voting on it <br />tonight. Council President Buckholtz responded we would not be voting on it tonight. <br />Brooks Yarbrough said he has drill sites there. <br />Council President Buckholtz asked Mr. Yarbrough to step up and talk to the whole room. <br />Brooks Yarbrough <br />Seagull Development Corporation <br />P.O: Box 505 <br />Canal Fulton, Ohio 44614 <br />Mr. Yaxbrough stated they currently have the legal locations and acreage to drill. He has been <br />very patient. His first proposal was three drilling locations at the end of 2006 or beginning of <br />2007. He re-entered into proposals with the city for non-drilling in 2007.
