Regular Council Meeting Minutes <br />2-16-09 <br />Page 17 <br />debate and then we will have to make a decision. That's the point. Some people want it. Some <br />people don't. <br />Mr. Yarbrough asked when the urgency all of a sudden to show up this week to go out and get a <br />petition signed? Because they thought you were going to vote on it? <br />Council President Buckholtz stated it is human nature. The same reason you came here all <br />pumped up that we were going to vote on it. <br />Bill Coughlin said if you want to know, he will tell you about it. He thought he explained it, but <br />he guesses he didn't. We had a big meeting in July. Many people attended. You were there. <br />We were told the Village was contemplating a non-drilling lease for those 10 acres, remember <br />that? Then, we were told at the same meeting, we would receive mailings on how this was <br />progressing. You can show me those mailings. We did not get that. Mr. Coughlin learned last <br />week at a party at someone's house that now we are going to have some kind of ordinance <br />passed that authorizes the Mayor to enter into a drilling lease. Mr. Coughlin was like, what? <br />When did that happen? He is not sure how the petition got done. He does not know how it got <br />circulated. He saw it today. He was asked by our Homeowner President to come represent the <br />association tonight. That's what he is here for. That's what we know. That is why we are <br />saying what gives? We are concerned. <br />Discussion ensued between Mr. Yarbrough and Mr. Coughlin about negotiating the lease. Mr. <br />Yarbrough is happy to have a meeting with them. <br />Council President Buckholtz stated that Mr. Marrie was about to say something. <br />Mr. Marrie said the Mayor was not signing a lease. Council was not having the Mayor sign a <br />lease in any shape or form. What it was was the Mayor was going to go into conversation with <br />the drilling company about the 10 acres. <br />Council President Buckholtz said it will still go back to the residents and then still has to come <br />back to Council for approval. <br />Mr. Marrie said it goes to Planning and Zoning and then comes back to Council. It was not like <br />it was going to be signed and you didn't know anything about it. <br />Mr. Coughlin said he thinks that point got through. We are not claiming you were going to sign a <br />lease today. <br />Mr. Marrie said under no condition. And the reason that 10 acres even came in was that <br />Planning and Zoning and the Mayor and Council were trying to protect the residential lots such <br />as the one on Bonnieview. Certainly in his estimation, he knows nothing about drilling, but a <br />drill would be better in his estimation on 10 acres in the right position than it would be on a lot <br />on Bonnieview. And that's the reason that the 10 acres was brought into play. Non-drilling to a <br />drilling.
