Regular Council Meeting Minutes <br />6-15-09 <br />Page 22 <br />Council welcomed Mr. Wynne aboard. <br />Mayor Rinker stated, far be it from him to refrain from saying a few words. This has been a year <br />Council has been very patient, very attentive. It's been a long process, but Mayor Rinker can <br />say, without equivocation, he is very optimistic, very encouraged. Mayor Rinker thinks we are <br />going to find in Ron Wynne a wonderful Finance Director. Dave Miller kept saying, is it <br />tonight? Is it tonight? Is it tonight? Dave will not be a stranger. We see this transition as <br />seemless. We always have a lot on our plate, but Mayor Rinker thinks we are going to find this <br />year with a lot of the vicissitudes of the economy in general, other factors that are going on in the <br />Village. Mayor Rinker has mentioned to Council there are transitions with Progressive, some <br />big ticket issues coming down the pike dealing with Beta. We have a lot of, Mayor Rinker <br />thinks, very interesting comprehensive and complex issues in addition to the day-to-day Finance <br />affairs. We have looked to Ron as somebody ideally suited to meet these challenges. You have <br />already welcomed him aboaxd, but now we have to do the dirty deed of swearing you in. <br />Mayor Rinker administered the Oath of Office to Ronald Wynne as Finance Director for <br />Mayfield Village. <br />NY OTHER MATTERS : <br />Mayor Rinker deferred to the Council President, but he thinks everyone recognizes that <br />Senator Grendell is here tonight, graciously returning from Chardon where he had a meeting. <br />Mayor Rinker said to Senator Grendell he knows the Senator is either double, triple or quadruple <br />booked for the day. Mayor Rinker thinks it is great he is here with Council considering referring <br />this potential legislation that we are considering for Mayfield Village. We know the Senator has <br />legislation in the offing. We have heard a lot about it. This is a good opportunity for the Senator <br />to share the status with us and again any Q&A from Council would be appreciated. <br />Council President Buckholtz said it is nice to see the Senator. <br />Senator Grendell thanked Council President Buckholtz and Mayor Rinker. Senator <br />Grendell apologized for the confusion about the last ODNR meeting. Senator Grendell read in <br />the newspaper we were supposed to be here, so he showed up last week. It had been cancelled <br />by the director. <br />Senator Grendell stated it is always a pleasure to be in Mayfield Village. This issue <br />about the gas well, very briefly Seriator Grendell will go backwards and then go forward. Prior <br />to the passage of House Bill 278 in 2004, you had local control over oil and gas wells. If you <br />didn't want them, like in Gates Mills, you didn't have them. Senator Grendell again apologized, <br />he just came from a septic meeting in Chardon, so you are getting him in his second best. <br />Senator Grendell continued, you had all the control prior to 2005 when House Bill 278 <br />went into effect. You had local zoning. Gates Mills didn't want oil and gas wells. Chester
