Regular Council Meeting Minutes <br />6-15-09 <br />Page 3 <br />everyone all read it. He does not have any response. He asked for a response. Nobody responded. <br />He called up Bill when he came home from Florida and said, what about the manholes? They were <br />supposed to be started this year in July? He said, well, I'll call Doug about it. He thought that was a <br />done situation. Did anybody go out and look at what he is talking about? Mrs. Cinco, did you go out <br />and look at this manhole? Mrs. Cinco said, yes. Mr. Gordon asked if he is right or is he wrong? <br />Mrs. Cinco said, yes. Mr. Gordon asked Patsy if she went out and looked. Mrs. Mills said, yes. Mr. <br />Gordon asked what we are going to do. Did you get together, did the Council people get together <br />and go over this letter? <br />Mr. Saponaro replied, the way that that that would work is, it wouldn't come to us. Here's how it <br />would work because you are being heard. But it comes to the Administration. The Administration <br />then has to make the assessment. Council can look at it on our own. We can do our own independent <br />investigation, but it's going to come to us upon recommendation from the Administration itself, from <br />one of the Directors here. They would come and they would say, this is what we need to do and this <br />is what the issue is and we are investigating it, we are looking at it and then once something comes to <br />Council before us in the Committee, we would vote on it or take action on it. Mr. Gordon asked how <br />long that would take. Mr. Saponaro replied, it depends on what the investigation is and what they are <br />trying to do. That's how it's generally done when anyone makes an inquiry. It may come to Council. <br />We don't act individually. We take it to the Admiiustration because that's really where it needs to go <br />and then it comes back to us. Mr. Nichols said, it has to go to Douglas. <br />Council President Buckholtz said, if I can interrupt, he knew Mr. Nichols was coming up here <br />tonight. He was delighted to find out in his packet, because as Mr. Saponaro says we get word from <br />the Department Heads, this item is on the agenda tonight. Doug, the Service Director, has already <br />put this item before Council, so it's going to be voted on tonight to do the work. That's what has to <br />happen now. We have all been out to see it. Doug's been out several times to see it. The idea is is <br />that you as the resident taxpayer gets to send a letter in and then go to Florida and relax and know <br />that we are all working for you. As Council President Buckholtz said to Mr. Nichols on the phone, <br />it's all in the works. We are going to vote on it tonight. <br />Council President Buckholtz asked Mr. Metzung to address the item on the agenda. <br />Mr. Metzung replied that you will see on tonight's agenda $7,500.00 for Osborne Cement. We will <br />be beginning that process. We have a letter prepared to go to the affected residents. We will give <br />them a couple days to digest the letter and off we'll go. Your concern is why it has not happened <br />already in the Spring, typically for us until after Cruise Night we are jammed with getting caught up, <br />getting through Cruise Night. It is fairly typically for the Village to get into projects,in the middle of <br />June, so that's when you will see the work. <br />Mr. Nichols stated, it won't be until July. <br />Mayor Rinker asked, you are not complaining because we are doing it are you? Mayor Rinker is <br />trying to understand.
