Special Council Meeting Minutes -
8-3-09
Page 4
One of the key components of the way this plan was set up with this L shape is that this piece is
going to be an administrative piece and this piece will have a couple of special functions to it. One
is vehicle storage for some of the more unique police vehicles, police motorcycles, police bicycles,
those types of things. Things you want to keep indoors can be stored in this garage area. This garage
area is directly connected to the main building and very close to the uniformed patrol area.
The last component, the most unique component is the indoor firing range which can also be
accessed from the inside of the building. It has a weapons cleaning space, an armory where they
hold the armnunition and then the shooting range itself which is a five-stall shooting range. A lot of
times municipalities will rent this space out to other municipalities that don't have firing ranges
which is why most new police stations have them. They are looking for this space. They need it to
train properly. With the way we have set this up with this secondary entry here if a different
municipality came in, they could enter the building quite easily and get to that space and not disrupt
any function.
This plan has been set up with a lot of thought on our part. The first step would be the programming
phase as we move into the planning process.
This other rendering was developed by them of what the exterior would look like. Just to orient you
from the plan, you are looking at it facing the public entry and the side of the building that faces
SOM Center. We were directed pretty specifically within the parameters of our design process that
western reserve-style was desired by the Village. We took that very seriously. We feel this design
emulates that sort of feel similar to other buildings we have in the community. This is the public
entry right here and this is the part that faces the street. Again, as you go around the corner there,
you are at the storage area.
This gives you a brief look at the site plan and what the building would look like and the function of
it. This is what we presented a couple of weeks ago now. We will be moving forward once we
receive the final approval.
Pete added that we have done our research regarding the site and familiarized ourselves and found
that all of the utilities are available off the street. There is good water pressure. They axe located on
the west side of SOM Center so we do not foresee having to disturb the pavement of SOM Center
and causing a disruption to traffic.
We have also accounted for stormwater management. The green areas are for the newly-required
stormwater quality that EPA requires. We are also showing in this blue area additional stormwater
quantity that we would accomplish by expanding the existing stormwater detention axea and we
would work with the Village Engineer to design that.
The changes from the original presentation were pointed out by Bill Davis. The building has been
set back so there are no variances required. The garage and shooting range has been switched to the
other side of the building. As Ken said, this is our take on the information that you have given us.
We are ready for your input and will accommodate you.
