<br />DRAFT <br />Special Council Meeting Minutes <br />11-5-09 <br />Page 2 <br />• First Reading of Ordinance No. 2009-53, entitled, "An emergency <br />ordinance amending the Educational Benefit Provisions set forth in Section <br />153.17(g) of the Village's Codified Ordinances." Introduced by Mayor Rinker <br />and Council as a Whole. <br /> <br />r <br />Mrs. Mills, seconded by Mrs. Cinco, made a motion to suspend the rules of Council <br />requiring an Ordinance to be read on three separate occasions. <br />ROLL CALL: AYES: All <br />NAYS: None <br />Motion Carried <br />Rules Suspended <br />Mrs. Mills, seconded by Mrs. Cinco, made a motion to enact Ordinance No. 2009-53. <br />Council President Buckholtz stated that since the Mayor had to step out to take a call, in <br />his absence, he thanked everyone and asked for a report from Mr. Wynne who met with the <br />employees about this. <br />Mr. Wynne reported that he met with all of the employees impacted by this change <br />yesterday. The way it was explained to them was that we are delaying the payment of this <br />stipend until December when we get a better handle on the tax collections. The hope is to <br />be able to pay them in December a week after the longevity stipend, but there is that <br />possibility out there that based on the tax collections we might have to defer payment even <br />further or maybe not pay it at all. The meetings went well as can be expected. <br />Council President Buckholtz thanked Mr. Wynne for handling that and thanked the <br />employees for understanding the situation and working with it. <br />Council President Buckholtz asked if there were any other comments. There were none. <br />ROLL CALL: AYES: All Motion Carried <br />NAYS: None Ordinance Enacted <br />OTHER MATTERS : <br />There were no other matters to discuss.
