Minutes of the Regular Meeting of Council <br />March 20, 2006 <br />Page 6 <br />OLD BUSINESS <br />OPEN PORTION - 3 minute limit imposed by Chair. Those who wish to speak must first state <br />their name and address. This open portion is limited to discussion pertaining to the items under <br />"Old Business" only. <br />There were no comments. <br />Second Reading of Ordinance No. 2005-18, entitled, "An emergency ordinance authorizing and <br />directing the Mayor to enter into a Development Agreement with Progressive Casualty Insurance <br />Company relative to the southern most part of the Northwest Quadrant." Introduced by Mayor <br />Rinker and Council as a Whole. First Reading May 18, 2005, Second Reading June 20, 2005. <br />Mr. Buckholtz asked that this be changed to Third Reading and that it be moved to the end of the <br />meeting. There is further discussion on this at Executive Session. <br />Second Readina of Ordinance No. 2006-04, "An emergency ordinance amending various <br />provisions of Chapter 739 of the Village's codified ordinances pertaining to solicitations at <br />private residences." Introduced by Mayor Rinker and Council as a Whole. First Reading <br />February 27, 2006. As Amercded - March 20, 2006 <br />Mrs. Mills, seconded by Mr. Saponaro, made a motion to suspend the rules of Council <br />requiring an Ordinance to be read on three separate occasions. <br />ROLL CALL: AYES: All <br />NAYS: None Motion Carried <br />Rules Suspended <br />Mrs. Mills, seconded by Mr. Saponaro, made a motion to enact Ordinance No. 2006-04. <br />Council President Buckholtz asked if there was any discussion. A motion to authorize an expenditure in the amount of $7,606.01 for Invoice No. <br />2173192 for services rendered by URS for the period ending February 17, 2006. <br />Mrs. Mills, seconded by Mr. Marrie, made a motion to authorize an expenditure in the amount of <br />$7,606.01 for Invoice No. 2173192 for services rendered by URS for the period ending February <br />17, 2006.
