This open portion is limited to discussion pertaining to the items under "Old Business" only. There were no comments. Second Reading of Ordinance No. 2005-18, entitled, "An emergency ordinance authorizing and directing the Mayor to enter into a Development Agreement with Progressive Casualty Insurance Company relative to the southern most part of the Northwest Quadrant." Introduced by Mayor Rinker and Council as a Whole. First Reading May 18, 2005, Second Reading June 20, 2005. Mr. Buckholtz asked that this be changed to Third Reading and that it be moved to the end of the meeting. There is further discussion on this at Executive Session. Second Readina of Ordinance No. 2006-04, "An emergency ordinance amending various provisions of Chapter 739 of the Village's codified ordinances pertaining to solicitations at private residences." Introduced by Mayor Rinker and Council as a Whole. First Reading February 27, 2006. As Amercded - March 20, 2006 Mrs. Mills, seconded by Mr. Saponaro, made a motion to suspend the rules of Council requiring an Ordinance to be read on three separate occasions. Mrs. Mills, seconded by Mr. Marrie, made a motion to authorize an expenditure in the amount of $7,606.01 for Invoice No. 2173192 for services rendered by URS for the period ending February 17, 2006.
