Minutes of the Regular Meeting of Council <br />May 22, 2006 <br />Page 8 <br />Motion to authorize additional expenditure in the amount of $1,750.00 to Zambelli <br />Fireworks Manufacturing Corporation for electronic firing as opposed to manual <br />firing of fireworks display on July 1, 2006 ($10,000.00 approved previously for <br />manual). <br />Mr. Saponaro, seconded by Mrs. Cinco, made a motion to authorize additional expenditure in the <br />amount of $1,750.00 to Zambelli Fireworks Manufacturing Corporation for electronic firing as <br />opposed to manual firing of fireworks display on July 1, 2006 ($10,000.00 approved previously <br />for manual). <br />Chief Mohr indicated that this is a safety issue. Dr. Parker added _that he is surprised they were <br />not planning on it anyway due to the dangers of manually lighting them off. Although it seems <br />quite high, it is worth it. <br />Chief Mohr reported that Ralph Vara and Mike Girbino attended the State Fire Marshall update <br />which is required of any community that shoots fireworks. They had demonstrations that were <br />pretty graphic as to what happens if one of these things light off in a tube. You are reaching for <br />the next one when this fuse is igniting. This is a safety issue. <br />Mr. Marquardt asked why it is not their issue, but ours. If they have done it electronically <br />before, why are we paying extra now? Chief Mohr stated that he cannot answer that, but it is a <br />moral issue that we don't want to take any chances. One of the issues discussed is that if they <br />manually fire and something happens to an individual tube which disrupts the trajectory, the <br />tubes could fall over. There is no way to retract it once it is lit manually. Electronically there are <br />safeties that if something goes wrong, they have fail safes that keep the next row of shells from <br />firing. <br />Mr. Marquardt. added that he wonders why we are funding a safety item that they should be <br />operating. Mayor Rinker indicated that the prices over the last several years have stayed static. <br />It may be that in negotiation this was an item that got glossed over. We could get more for the <br />money, they absorbed it into the contract before and then the amount deducted. <br />Mr. Saponaxo added that each individual bundled firework would have attached electrodes. <br />Once it goes off those are destroyed. It is part of it. They cannot take and reuse them <br />somewhere else. <br />Mayor Rinker indicated that in yeaxs past this was not an item of negotiation. Council President <br />Buckholtz added that the question is that it was not in there before and now it is. It sounds like <br />with things that have happened recently, they have pressure on them with training programs, etc. <br />and their costs go up.
