Minutes of the Regular Meeting of Council
August 28, 2006
Page 14
Mr. Metzung asked if everyone received a copy of information prepared by Tom Cappello. This
lays everything out concerning the two storm sewers existing on MetroPark Drive following the
examination of them. As the sewers were exposed, it became apparent they were in very poor
shape. Further investigation through camera inspection showed that these sewers need to be
replaced now while the project is going on. Tom has mapped it out and has the tapes available if
anyone wants to see them. There is nothing he can see which can allow them to avoid this.
Mr. Buckholtz asked how old the sewers were. Mr. Cappello indicated about 40 years old. Mr.
Metzung reported that it appears that a lot of it was placed on top of the bedrock. The materials
were not done correctly. There was no room for the pipe to go so it just crushed it. Mr. Cappello
reported that there was no bedding and it looks like what they did when they dug it, they
basically followed the rock shell. From the videotapes you will see that there is ponding water
everywhere. There are offset joints, cracked pipes, some have collapsed. We could not even
access some areas.
Mr. Buckholtz asked for verification of the amount. Mr. Cappello indicated that one possibility
was to put a deeper sewer on one side of the street and run connections across the road. They
looked at that and also the possibility of replacing the two sewers. The costs were comparable. It
makes sense to replace the two because we can almost ensure we will pick up the connections
that might be tied in to it. This is 4,700 feet of sewer, so it is a substantial amount of storm
sewers.
Mr. Buckholtz asked Mr. Brett if we had a way of covering this. Mr. Brett indicated that we
could draw down the sewer relief fund. This was unforeseen. We might also look at the leftover
balances in the drainage and infrastructure.
Roll Call: AYES: All
NAYS: None
Motion Carried
Expenditure Authorized
Motion to authorize expenditure in an amount not to exceed $2,600.00 to Signal
Service Co. for modification of the four traffic signal cabinets on S.O.M. Center
Road to accept external generator power.
Mr. Marrie, seconded by Mr. Saponaro, made a motion to authorize expenditure in an amount
not to exceed $2,600.00 to Signal Service Co. for modification of the four traffic signal cabinets
on S.O.M. Center Road to accept external generator power.
Council President Buckholtz asked if there was any discussion. There were no comments.
Roll Call: AYES: All
NAYS: None
Motion Carried
Expenditure Authorized

1
