Minutes of the Regular Meeting of Council <br />Tuesday, February 21, 2012 <br />Page 14 <br />Motion to authorize acceptance of bid - Option 1 submitted by Kimble for <br />residential solid waste recycling services. Mrs. Mills, seconded by Mr. Marrie, made a motion to authorize acceptance of bid - Option 1 <br />submitted by Kimble for residential solid waste recycling services. <br />Council President Buckholtz asked if there was any discussion. <br />Mrs. Mills stated this is a five yeaz contract. Doug can give more information. <br />Mr. Metzung stated, this is the unlimited weekly pick up of our solid waste along with a weekly <br />pick up of recycling with a 64 gallon cart that will be provided by the contractor. This is a 5- <br />year contract. It's much like the toter you have today. <br />Dr. I'arker asked, what made us decide to go that way as opposed to a 3 year contract? <br />Mr. Metzung stated, for the contractor to provide the carts, we went to a 5 year bid to help them <br />recoup those dollars so that, frankly you don't see it in the bid, the cost of the carts, but that's <br />why we did that. <br />Mr. Marquardt asked, so we are going to have to use those big carts? <br />Dr. Parker asked, so we aze going to have to use those big bins? <br />Mr. Metzung replied, yes. <br />Dr. Parker asked, what was the decision process that decided that was the way. We had quite a <br />discussion last time and there was a consideration that maybe some people didn't want that. <br />What was the weighing of why we would do that as opposed to using the bins we have now and <br />maybe going 3 yeazs. <br />Mr. Metzung replied, that is an option. It's still an option that could be accepted today. The 64 <br />gallon carts are becoming more the norm. I would say about every community that's going to a <br />new contract is going with the 64 gallon carts. The amount of recycling numbers go up when we <br />go to 64 gallon carts. That's important to remember that many many years ago, the State of Ohio <br />imposed recycling rules on communities and counties that they had to reduce their solid waste by <br />25%. I don't recall where they are at today, but this helps the County then to continue to <br />maintain those type of results. Every year we have to put in recycling numbers for everything we <br />do to keep the County in compliance with the.State EPA. This will help do that. If we go to the <br />64 gallon toters, you will have to use it. They are fully automated. <br /> <br />Mr. Metzung continued, I just want to remind everyone that back when we went to the 96 gallon <br />carts for rubbish pick up there was some trepidation at that point about going to that system. We <br />did a trial in the Kenwood azea and when we looked at the results after the 3 month period, <br />people were very happy to have their carts. I can only think that the majority of people aze going <br />to feel the same way about the recycling carts also.
