Minutes of the Regular Meeting of Council <br />Tuesday, January 21, 2014 <br />Page 18 <br />• First Reading of Ordinance No. 2014-02, entitled, "An emergency ordinance <br />authorizing and directing the Mayor to enter into an amendment to Appendix B to the <br />Billing Services Agreement with Life Force Management, Inc." Introduced by Mayor <br />Rinker and Council as a Whole. <br />Dr. Parker, seconded by Mrs. Mills, made a motion to suspend the rules of Council <br />requiring an Ordinance to be read on three separate occasions. <br />ROLL CALL: AYES: All <br />NAYS: None <br />Motion Carried <br />Rules Suspended <br />Mrs. Mills, seconded by Mr. Marrie, made a motion to enact Ordinance No. 2014-02. <br />Council President Buckholtz asked if there was any discussion. <br />Mr. Wynne reported, at the last meeting, I was explaining that when we invoice non- <br />residents for ambulatory service, the agreement was to accept whatever the insurance <br />company pays. What was happening was it was being looked at from a strictly cash basis <br />so if we invoice the individual for $650 for a run and the insurance company allows $500 <br />for that type of service, we should collect the $500. But if the individual had a co-pay or <br />deductible, let's say of $100, the insurance company would pay us $400 and it would be <br />the individual's responsibility for the $100. Our agreement was to not allows us to invoice <br />that individual for the $100 co-pay for deductible. This now allows Life Force to invoice <br />those non-residents for co-pays or deductibles. <br />Dr. Parker stated, obviously the reason to suspend is the sooner they can start doing that, <br />the sooner they can start bringing in the money because it's a time-sensitive thing. <br />Council President Buckholtz asked if there were any further questions. There were none. <br />ROLL CALL: AYES: All <br />NAYS: None <br />Motion Carried <br />Ordinance Enacted <br />• First Reading of Ordinance No. 2014-03, entitled, "An emergency ordinance amending <br />Codified -Ordinance Section 1523.91(c) relating to the recovery of costs for emergency <br />services provided to non-residents." Introduced by Mayor Rinker and Council as a <br />Whole. <br />Mrs. Mills, seconded by Mr. Marrie, made a motion to suspend the rules of Council <br />requiring an Ordinance to be read on three separate occasions. <br />ROLL CALL: AYES: All <br />NAYS: None Motion Carried <br />Rules Suspended <br /> <br />?I <br />? <br />
