Minutes of the Regular Meeting of Council <br />Monday, December 16, 2013 <br />Page 8 <br />Mr. Delguyd asked, the $1.5 million transfer from the General Fund to the Sanitary Sewer Relief <br />Fund is independent of the DOPWIC money, correct? The DOPWIC money would be replacing <br />that if it came in? <br />Mr. Wynne replied, we got tluned down on DOPWIC earlier this year. We made one last <br />attempt. We just filed an application for another $1 million. We will find out early next year <br />whether it has been approved or not. In the meantime, because our tax collections were so good, <br />we were initially going to transfer $500,000, we upped it to $1.5 million so that in the event our <br />financing is turned down, we still have the funding set aside for that sewer conversion project to <br />start next summer. <br />Mayor Rinker added, the funding through the DOPWIC, if it is approved, we cannot spend until <br />July 1 of this coming year anyway. The gambit is that we will be able to have this money set <br />aside if we need it. If the DOPWIC goes through, and we have been through this before as Ron <br />pointed out, even if we find out early next year at the County level, it really isn't until roughly <br />April or May that we get the fmal word from Columbus. There will be a window of opportunity <br />in there that in the event this particular format that we have submitted is approved, we can make <br />the adjustment sometime between May and July. Our goal is that we have it pretty well specked, <br />correct? So we will be in a position to hit the beaches running. The whole idea is that we will be <br />primed and ready to go. <br />Council President Buckholtz asked, it has been a while since we actually won a DOPWIC award, <br />can we actually physically start the project without their money? <br />Mayor Rinker replied, no. Do we have an estimate on the timeframe, start to finish, rough <br />guestimate for construction? <br />Mr. Cappello replied, if we get DOPWIC money, we have to start after July lst. It would <br />potentially be two construction seasons because it is sanitary sewer, water line and rebuilding the <br />roadway. <br />Mayor Rinker stated, the rule is, you cannot commence any portion of a project or you shoot the <br />deal. <br />Mr. Esborn replied, I think the Raleigh Drive realignment and in the same year the Thornapple <br />pump station were both DOPWIC funded projects. Those are the two last DOPWIC projects. <br />Mayor Rinker stated, with Raleigh, we were able to split it through budget years. There's <br />probably some kind of adjustment that we would do anyway. <br />Mr. Cappello clarified, you can bid the project prior to July but you cannot award it or start <br />construction until afterward. <br />Mayor R.inker replied, the recommendation is that we do that.
