Minutes of the Regular Meeting of Council <br />Monday, March 21, 2011 <br />Page 18 <br />. First Reading of Resolution No. 2011-04, entitled, "An Emergency Resolution urging <br />the Ohio Legislature to amend certain provisions of HB 114 to reinstate the funding for <br />the Ohio Public Works Commission (OPWC) State Capital Improvements Program <br />(SCIP) and Revolving Loan Program (RLP) to their previous levels." Introduced by <br />Mayor Rinker and Council as a Whole. <br />Council President Buckholtz asked, this does not require a suspension? Ms. Calta replied, <br />correct. <br />Mrs. Mills, seconded by Mr. Saponaro, made a motion to adopt Resolution No. 2011-04. <br />Council President Buckholtz stated this is to urge that the legislature continue to fund the <br />programs that have been so good to us in terms of co-sponsoring, if you will, and coming up with <br />the dollaxs for infrastructure improvements. We have gotten quite a number of these and they <br />are trying to shift some of the money out of that. <br />ROLL CALL: AYES: All <br />NAYS: None Motion Carried <br />Resolution Adopted <br />First Readin$! of Resolution No. 2011-05, entitled, "A Resolution requesting the <br />Cuyahoga County Treasurer to adjust the Amended Official Certificate of Estimated <br />Resources for 2011." Introduced by Mayor Rinker and Council as a Whole. <br />Mr. Saponaro, seconded by Mrs. Mills, made a motion to adopt Resolution No. 2011-05. <br />Council President Buckholtz asked Mr. Wynne to explain this Resolution. <br />Mr. Wynne stated, in July of every year we put together a preliminary estimate of our revenue <br />budget for the next year and submit it to the County. Once our final budget is ready for <br />approval, we have to amend that budget based upon what the final numbers were. This is just <br />amendirig the numbers we gave them in July of last year. <br />Council President Buckholtz asked, this doesn't have anything to do with passing the budget for <br />this year? <br />Mr. Wynne replied, we have to make sure that our estimated resources are equal to or greater than <br />our appropriations. When the appropriations are ready to be passed, we can amend the <br />Certificate. <br />Council President Buckholtz asked, there's no problem with passing this prior to passing the <br />budget? Or is it done at the same time? Should we for some reason not pass the budget which I <br />don't perceive, would it change this particular Resolution or the way it is worded? <br />Mr. Wynne replied, no.
