Is it possible that we could have at least 5-10 minutes and <br />then go back to the speakers because not everybody can stay? <br />Mayor Rinker replied, give him 5 minutes and then we will get going. I don't want to curtail the <br />Q/A. We don't need the break if people don't want the break, but we will get right to them. <br />• Summarv of the Mavfield Village Charter Review Process bv Law <br />Director Joseph W. Diemert <br />Mr. Diemert stated, I am Joe Diemert, your Law Director. I am just going to summarize the <br />process that your Charter Review Commission went through. <br />First of all, they are picked by all of your elected officials. Second of all, they meet every 5 years <br />and they are different people for the most part every 5 years. They are mandated by your <br />Constitution to review each segment of the Charter. <br />They first convened on February lst. I outlined them pretty much how they came to be, how our <br />Constitution came to be, what their duties were, pretty much the way the Professor has outlined it <br />to you tonight. We went into 'all the details and examples of why a Charter Review is very <br />important and why this Constitution is very important for our citizens. They then went about <br />their business and met regularly until the middle of June or July. They made their <br />recommendations known. Some of them were capable of being done. Some of them were not <br />capable of being done because of the higher Constitutions in Ohio and in the U.S. ` <br />Nonetheless, whatever was possible of being drafted and changed we put together into ordinance <br />form for them to then meet on and curtail or write or rewrite or amend as they saw fit. They then <br />brought it back to the Law ,Department. We made the final version for each of the Charter <br />Review members to vote on. They unanimously voted on the ones that are going to appear on the <br />ballot this November. <br />They had a deadline of June to get their recommendations in to the Law Department in order that <br />we could get them in final form for Council to deliberate on in July and August. The reason for <br />the rush in the time period was that September 31d was the deadline by which we had to have <br />these recommeridations to the Board of Elections in order that they could appear on the ballot on <br />November 2nd. The reason for that is State law which requires the ballots be there and the <br />recommendations be there in the hands of the Board of Elections 60 days in advance of the
