Minutes of a Public Hearing <br />October 6, 2010 <br />Page 4 <br />Q: I understand what you are saying and my understanding is that there's been numerous <br />efforts to develop Beta Park and it's been challenging and that referendum zoning could <br />be a challenging thing in that area with developers looking to go in or people looking to <br />go in there might see that as an impedirnent. Had it been restricted to just the commercial <br />area on Beta Park, I think there would be much less of a firestorm than there's been. <br />Mr: Fikaris: We believe, the apparatus in place that most of the details of the zoning issues that <br />have come before were handled well by Council and zoning commissions and nothing <br />was going to slip by, nothing was going to get dropped. I think that answers your <br />question. <br />Q: Thank you. <br />Mayor Rinker stated, again, I know you all want to ask questions, but again, bear with us so we <br />can get through the program tonight. It really is my privilege to have Dr. Keller speak with us. <br />He advises a lot of communities focusing on charter issues and frankly just municipal law in <br />general. We have a handout. I kind of feel like I came home because I have worked with Charter <br />Review Commissions in the past quite a bit in Mayfield Village and always enjoyed it. <br />I felt what I would do is three things. One is a background on charters and charter review. I <br />won't go extensively into that because hopefully my handout that I prepared on that is available. <br />The materials from the Charter Review Commission itself are really available on your website. <br />It's a wonderful website so you can check not only the materials but the minutes of public <br />meetings. I found a wealth of information in those so you may want to check those. Hopefully <br />my little handout will be available, but I will talk about it. <br />Secondly, I will talk about perspectives on government and how there's two basic perspectives <br />and issues like referendum often reflect who has what kind of view on that. <br />The last thing I will really talk about are some thoughts about government and how they <br />misperceive how the government is. As a citizen in particular, but as a professor also, I am
