MINUTES OF A SPECIAL MEETING OF COUNCIL
May 9, 2005
Mayfield Village Community Room
The Council of Mayfield Village met in special session on Monday, May 9, 2005, in the
Mayfield Village Senior Center/Community Room. Council President Buckholtz called the
meeting to order at 8:10 p.m.
ROLL CALL: Present: Mr. Buckholtz, Mrs. Cinco, Mr. Marquardt, Mr. Marrie,
Mrs. Mills, Dr. Parker and Mr. Saponaro
Absent: None
Also Present: Mayor Rinker, Mr. Brett, Mr. Cappello, Mr. Chapman,
Chief Dearden, Mr. Diemert, Mr. Marrelli, Mr. Metzung,
Chief Mohr, Mr. Thomas and Mrs. Roman
Council President Buckholtz said before we begin with the regular agenda that has been printed
out, I trust that Council has received a package from our Legal department regarding economic
development and a Resolution of Necessity. At this time I would like to ask for a motion to
amend the agenda to add the emergency resolution for real estate purposes.
Mr. Saponaro, seconded by Dr. Parker, made a motion to amend the agenda to include the
resolution for real estate purposes [Resolution No. 2005-10.]
ROLL CALL: AYES: All
NAYS: None Motion Carried
Agenda Amended
Council President Buckholtz said I am going to turn things over to Mr. Diemert at this point to
discuss the nature of this business. We have some special guests in the audience tonight that we
will be hearing from I am sure.
Mr. Diemert said thank you, Council President and Council for amending the agenda to put this
on. We weren't sure that it would have been necessary and we did not want to interfere with the
negotiations for the acquisition of the property by Progressive directly with the property owner
that have been going on up until this moment. This ordinance only requires one reading; it is not
one of those that requires 3 readings because it is like authorizing the Village to go out for bids.
What this does is merely declare the necessity for acquiring the property and our intention to
acquire it. It gives us the ability then to start negotiating with the property owner ourselves on
behalf of the Village of Mayfield in order to assist Progressive in the economic development
of the area. Without this ordinance we really can't get into the mix. As you know, they have been
negotiating; I think you have been privy to some of the numbers on it but at this point they seem
pretty far removed from each other. If we are to keep this thing moving, this is the best way to do
it. So I am asking if Council would consider passing this. It merely gets the negotiation ball
rolling. You will get additional legislation before this could ever be accomplished--actually two
