Special Council Minutes <br />5/9/OS <br />Page 5 <br />the overhead for those services as controlled as possible and looking for a way to look at the 300- <br />plus acres in the Northwest Quadrant which, as you see in these pictures, it is the area bounded <br />by I-271 on the west, White Road on the north, S.O.M. on the east and Highland Road on the <br />south. With the goal of controlling what was largely undeveloped at that time, what would be the <br />future development and the plan that we came up with was an effort to maximize high end <br />commercial development, recreational, both active and passive recreational spaces and do it in a <br />way that is compatible with residential properties around the perimeter and overall provide for <br />Mayfield Village a long-term, sustainable and aesthetically pleasing way to develop. And in the <br />process we secured a substantial revenue for our school system, as an investment in our schools, <br />as an asset and I think from every measure, what we will go through here-and it has taken a lot <br />longer than it was supposed to--will show, really I think, the validity of this overall concept and <br />we are really at a culmination point right now. <br />Mayor Rinker said the first thing we thought we would do-we skipped a little bit ahead from <br />where we were originally in 1997-what we had envisioned and culminated in about midway <br />through the slide presentation back then was a 5-year build-out. We anticipated in the year of <br />2002 there would be parallel courses of development on Progressive, on Goldberg and then <br />Village properties in between. Again, to orient everyone, [Mayor Rinker pointed to the areas]; <br />this is 271; White Road; S.O.M. Center Road and then Highland Road. You can see, if anyone is <br />familiar today, we have a different footprint. The road is not quite the same as we had projected. <br />The entranceway, too, was done a little differently. Some of the components Progressive was <br />looking at was as many as 6 buildings back then and I think actually less square footage with <br />what they have ended up with. At the entranceway we had contemplated a recreational facility <br />that would be jointly used by Progressive and Mayfield Village residents. In the course of our <br />discussion subsequent to 1997, Progressive people told us that they would rather put a Fitness <br />Center inside their facility for the benefit of their employees but part of our agreement was to <br />make it as accessible to our residents as it is to Progressive employees. Conversely, then we <br />agreed that rather than an indoor pool; (figuring we had an indoor pool at the High School) was <br />to build an outdoor swim facility (which is roughly in this area) to the east of the Wetland--what <br />is now a Wetland Preserve. As for the Wetland preserve, we had envisioned something like <br />Shaker Lakes has with twin lakes and we had a real pretty "Ben Hogan" bridge from Augusta <br />National-kind of spanning those 2 bits of water. One of our artist's renderings depicted that. If <br />you will also notice for the most part from S.O.M., all the way through and looping around the <br />Goldberg property and coming out again opposite Hickory Hill, we had a full 4-lane boulevard <br />with a median. That was again, this was all conceptual. We tried to be very careful on what we <br />would actually deliver but we wanted to show the components which are high end commercial <br />on land zoned for commercial, high end Recreational-notice we were projecting 4 ball fields; we <br />actually just completed 3 and other passive use of green space as a buffer to separate the commercial <br />areas, to separate the residential and really along perimeter, kind of bracket the entire commercial <br />development pushing the development more toward I-271 in keeping the residential areas and the <br />Metroparks over here--buffered more. So that is what we were looking at. Again, you see here we <br />had the S"'tenant we were expecting Goldberg would subdivide its property much like Beta where <br />you have a residential subdivision; this would have been a commercial subdivision. They would have <br />held onto the property and leased it out to various tenants. You can see for a point of reference, this is <br />the Costanzo property that is on the table tonight.
