Regulatr Council Meeting <br />1-22-01 <br />Page 3 <br />at the same time we have tried to play some catch up and there is still some catch up that is left to <br />lot of <br />the development in the north end of the Village and as you all know S.O.M. Center Road is a <br />project of some longstanding and we expect to break ground at least halfway through this year, <br />and that is going to be a project that is going to take many months to complete. Part of that <br />project is to complete a water line that is replacing old and adding new water line along that <br />entire route and completing a loop for pressurizing [lines] arid providing really a redundancy <br />safety system that we have elsewhere in the Village that we have not :enjoyed in the north end of <br />town for some time. If you talk to our Fire Chief, he will tell you that this is something that at <br />times has kept him up at night thinking about some of the scenarios involved with not having the <br />kind of water pressure or redundancy system that is needed. Obviously with the development of <br />Progressive, (one of the primary users in the area is that business) but it also would be providing <br />to other residential areas that lie along S.O.M. and Highland roads and White Road as well. That <br />is a major project, the bulk of which is being covered under either our funding for the widening <br />of S.O.M. or also from some of the State Infrastructure bank funds and the 'IIF monies that we <br />some as recently as the last few weeks, bear mentioning because I would suggest that as a we sit <br />here now, even a few months ago we wouldn't have realized that we probably have three and <br />do. And a The proj number ects of that we things have have , one come for back to the completion fore, of really in just infrastructure, the the last few completion of months and <br />perhaps four projects that are pending that could qualify for Issue II funding. Issue II funding, as <br />we know from experience, is a very competitive process and is devoted to big scale projects. <br />have designated for completian of infrastructure projects. <br />We also have found, however, in my neighborhood we were rather surprised to find out <br />that part of our water line is so percolated (tuberculated is actually the word that is used) that the <br />line needs to be replaced along that stretch. And we suspect, although we do not know, that it is <br />possible that another one of our older neighborhoods (which is Seneca, Glenview, Bonnieview, <br />that area of Beech Hill) that system may also be one that may be amenable to it. We do not <br />know. We were aware last year that the number of breaks in that area seemed to be higher than <br />normal. What often happens in these things is because we rely upon the City of Cleveland Water <br />Department to do a lot of the diagnosing of problems, we are somewhat captive to what they do. <br />The problem in Worton Park came to light almost inadvertentiy and we learned a few things <br />from that and we probably can an-ticipate that there is at least the potential for other development <br />there. And these are not cheap projects; they require a lot of money. We are right now applying <br />for emergency funds. Council will be looking at that tonight for the water line that is on Worton <br />Park. Again, this is a long-term issue. <br />We found in the major storm at the end of August last year, which really was kind of a <br />litmus test for a lot of existing systems, it woke up a lot of people in an area that a number of <br />years ago was very resistant to switching over from septic systems to sanitary sewer systems. <br />And I think that as time has gone by, experience has proven that that is an improvement that we <br />have to look at seriously. And we had met in the fall and we are planning to put together an <br />Issue II application which will be submitted in the fall (that is usually when they are submitted in <br />September) for the Meadowood, Eastgate, a part of Thornapple, that neighborhood for sanitary <br />sewer lines. And history has also shown that once we dig up an area, we try to kill a number of <br />birds with one stone. And in all likelihood, we will be looking at certain storm water
