Regular Council Meeting <br />May 21, 2001 <br />Page 17 <br /> <br /> <br /> <br />conversations, to make a couple of comments and then in a meeting like this tonight, virtually no <br />discussion whatsoever. I have seen too many instances where I think people are attributing <br />either some ulterior purpose, or they are being suspicious, or they don't know or they done care <br />or they don't want to try to look at things differently. One of the concerns I look at is Beta <br />Drive--is that for the last 2, going on 3 years now, Beta has peaked. It is sort of flatlining and in <br />fact, it is reversing. I don't know what that means but there are some economic questions that I <br />think we all have. I have heard people comment in the past about concerns that we may put all <br />of our eggs in one basket. People who are deeply concerned about risk management and yet here <br />was a perfect opportunity for us to start opening up more discussion. We have had, in the past, <br />some involvement of a Planner, David Hart who is a highly regarded planner-and I think he has <br />been given a passing deference to what input he can provide. In another context I had suggested <br />that we could get a different planner. We can get grants through the County if we were to <br />engage the County Planning Commission, for example. Our code is, fundamentally, a product of <br />the County Planning Commission and it is almost 40 years old. Maybe it ain't broke, maybe it <br />doesn't need to be fixed, but I don't think it is particularly healthy for a community to say we <br />don't need to look at it. One of the comments that Mr. Farmer made up front was that they <br />started out thinking that perhaps there are other wholesale changes they may want to make. In <br />the last analysis what they came up with, what they saw, as relatively modest. I think you can <br />encourage more discussion, you can be more thoughtful. This is something that you don't have <br />to rush to judgment on and you may not change your opinion but I think you can encourage more <br />input, consider more input from other sources, people who are well versed in these matters, do a <br />little exploring. I just don't think that this body seems particularly interested in promoting that <br />kind of discussion. We all have a sense of traditional community. There are a lot of things that <br />we want to retain and I think we've done it. I think we've been very successful. One of the <br />ways we've been successful is to be more proactive. I am disappointed too. <br />Mrs. Cinco asked for a road program outline for the next Safety and Service meeting. <br />Mr. Metzung said at Joanne's request, I had met with Mr. Brett regarding the budget. We agreed <br />on the budget for the road program and hopefully will have the program available for the Safety <br />and Service meeting. <br />Council President Marquardt asked Department Heads to please try to get any paperwork and <br />information into the packets. <br />Mayor Rinker said he had asked Chief Stevens for this today and thought it would be useful.
