Regular Council Meeting - <br />6-18-01 <br />Page 9 <br />line that we walk. It is a difficult. decision for us. It goes beyond what our police would like us <br />to do but it goes to core values. <br />Mayor Rinker said only because Dr. Parker indicated how we expressed this and the perception <br />that I had had and I related this was that Council has not voted and there was discussion; the <br />impression I had was that Council was seeming to lean in favor of it but there had not been any <br />decision made. I think in all fairness to you, that is what I had related. That was a perception <br />that I had. The other thing I will comment on: it seems there are at least 2 primary issues-the <br />one that was expressed previously by both Mr. Buckholtz and Mrs. Peirce and the one that I <br />think has been a major component the way this has been presented to the community and that is <br />that SPAN was looking to acquire a new vehicle anyway, basically to carry personnel, that it <br />would need certain requirements (that was part of the memo of Chief Stevens) and that, again, <br />was very much the focus of discussion. <br />Mr. Buckholtz said it was also protecting our personnel that got me interested in this. <br />Council President Marquardt said it does seem contrary to our community policing and those <br />types of efforts in avoidance of crime and I would certainly like to see whatever operating <br />procedure has been written for this vehicle that defines when it would be used and who is <br />responsible for its use and its command. That is one thing I would request prior to a vote being <br />taken here. _ <br />Mr. Buckholtz said I second that. <br />Council President Marquardt asked if there were any other comments. <br />Hany Iminke, in the audience, said we are talking about one vehicle and many suburbs. Where <br />do we house it? Is it going to be permanently with one municipality? Is it going to be rotated so <br />everybody gets a crack at displaying the vehicle? <br />Council President Marquardt said I think that is something that would probably be spelled out in <br />this operating procedure as well. <br />Mayor Rinker said there was an observation, I believe Richmond Heights, which is currently <br />undergoing reconstruction of its facilities, has speced out it would house this piece of equipment. <br />Typically the SPAN communities will have a variety of equipment and various resources such as <br />training that are pretty well distributed amongst the communities. So it is not uncommon for one <br />community to have one thing and another something else. In this instance my understanding is <br />Richmond Heights would have the roof over this. <br />Executive Session <br />Council President Marquardt said the executive session is for the purposes of discussing real estate <br />matters.
