Regular Council Meeting <br />10-15-01 <br />Page 10 <br />First Readin2 of Resolution No. 2001-06, entitled; "A Resolution authorizing the Mayor to <br />seek financial assistance from the Ohio Deparhnent of Natural Resources' Ohio Coastal <br />Management Program for funding the development of the Upper 40 Stream Restoration Plan." <br />Introduced by Mayor Rinker and Council as a Whole. <br />Dr. Parker; seconded by Mrs. Cinco, made a inotion to suspend the rules of Council requiring an <br />ordinance to be read on three separate occasions. <br />Roll Call: AYES: All <br />NAYS: None Motion Carried <br />Rules Suspended <br />Dr. Parker, seconded by Mr. Buckholtz, made a motion to adopt Resolution No. 2001-06. <br />Council President Marquardt asked if there were any comments. <br />Mr. Brett said this is a grant application that we are going to try to secure with the Metroparks <br />and Gates Mills to underwrite the initial engineering for the Upper 40 stream restoration plan. <br />This has been a project that has been ongoing for the last decade and has been a problem for the <br />communities since the 1970's. The Village has committed $23-24,000; Metroparks has <br />committed a similar amount. We are seeking to split 40 between the two agencies and try to <br />secure another $77,000 in grants (actually $50,000 with the Village recognizing in-kind <br />contributions on the part of some of its employees) so it is a total of $122,000. We are looking <br />for $50,000; we would put in $40,000 in cash and the other $32,000 is in-kind services and that <br />does not cost the Village in real dollars. <br />Mayor Rinker said historically if you will recall, we had at one time received Issue 2 funding to <br />repair a lot of the flow in the vicinity of the Upper 40 properties and it included working with the <br />Metroparks directly and, without going into the history, it fell through. Historically, I think we <br />have always recognized that at some point this was going to come back to the table. Earlier this <br />year or toward the end of last year, this sort of came back to the forefront of discussion. At least <br />I feel that the climate for discussion has been far better than it was before. This time there is a <br />more collegial approach between the Metroparks and Gates Mills as well. The bottom line is <br />that a lot of this drainage, these are issues that we have got to address one way or the other <br />regardless of those who are downstream. It is evident that unless we push this a little bit, I think <br />it is going to drag on longer than it is worthwhile. Unfortunately, experience has proven that <br />when that happens then people start getting a little restless--it tends to create more disharmony <br />than not. Our hope is that by moving this along, getting some of the engineering stuff done <br />especially--it gives everyone a better sense of the scope of the project. That was kind of where <br />we faltered of late--everyone agreed we need to get our framework for discussion and then get a <br />better sense of who is going to contribute what--assuming that there will be some level of <br />contributions split between the 3 entities. The bottom line is this is the way to catalyze the thing <br />and keep it moving along. <br />Council President Marquardt asked if there were any further comments.
