RINKER <br />Mctyor <br />December 29, 1999 <br />To: Council <br />Mayor Rinker <br />Planning and Zoning <br />From: Bill Marquardt <br />-d uo <br />Subject: SOM Center Road Working Committee <br />The Mayor has suggested and I agree that a commiftee to work closely wi#h the engineers in <br />finalizing the SOM Center road design is desirabie at this time. tn his memo of December <br />22"d , Mike Burgess outlined the issues to be resolved and the tirning necessary for ODOT <br />approval: I believe the most critical issue is the final routing of the roadway to minimize the <br />f impact on SOM Center residents. <br />The charter of the Working Committee shouid be to wark with the engineers within the <br />boundaries of the 1 S-2N road width established by council at the December meeting to: 1. <br />define the objectives of the project, 2. define the final routing of the roadway to minimize the <br />impact on SOM Center residents, 3. evaluate the aiternafives for decisions regarding <br />pavement type, lighting, water line replacement, utitities, landscaping and other issues <br />relative to the design details, and 4. present the altematives considered, rationale applied <br />and recommendations to counail for the final decision. <br />The commiftee must be smatl enough to react in a timely manner and represent Eouncil and <br />the community. I recommend that Council Pres+dent appoint three representatives from <br />council, Planning and Zoning appoint one representative and the three appointed council <br />representatives appoint one community representative each for a totat of seven members. <br />Due to time constraints, the, commiftee will have to maintain detailed minutes of ineetings and <br />distribute them to council and other interested people so that progress and information is <br />available throughout the process. (t will be important for the committee to utilize any and all <br />resources available to them including engineering, planning, consulting, financial and legal <br />council. The commiftee will also have to draw upon community members for inputs as <br />necessary. <br />? 1 am recommending that council take action to approve this committee a# the January <br />organization meeting.
