Rinker <br />Re: Request for Special Use Permit at 731 Beta Drive <br />The purpose of this memo is to address some issues that have materialized rather <br />suddenly with the recent request for a special use permit that would enable an <br />orthopedic practice to move from the Mt. Sinai clinic on Cedar Road to 731 Beta Drive. <br />It is our understanding the physicians regularly refer patients to the NovaCare facility <br />there, which itself has operated by way of a use variance for over 5 years, now. Indeed, <br />Debra Singer of NovaCare has been the prunary catalyst for this request, having <br />advocated Mayfield Village as an appropriate, viable location for the doctors to move <br />to. <br />For reasons I will endeavor to elaborate on below, I am asking that Council grant <br />the Spec:ial Use Permit, subject to some sensible conditions, and further grant the <br />setback variance request coupled with it. In short, I think this is a low-risk commitrnent <br />on our part, which will generate positive revenues, enhance proven services to a <br />significant number of our older residents, not pose a negative unpact on traffic or <br />services and may in fact be an excellent opportunity for us to begin other steps toward <br />evaluating if this is a type of commercial use we may wish to encourage further in a <br />controlled fashion. <br />Progosed Plan of Action: <br />I suggested we look to a 3-step methodology: <br /> <br />1. Grant the Special Use Permit and Setback Variance (short term; site specific); <br />2. Evaluate site configuration and usage ordinances (e.g. off street parking) to <br />consider whether upgrading them is appropriate (medium-tez-rn; empirically- <br />based); <br />3. Evaluate the total Beta Complex zoning nux to consider if any adjustrnent of <br />the commercial uses within it are warranted (long term; potential referendum <br />ballot question.)
