Regular Council Meeting <br />3-18-02 <br />Page 10 <br />? <br />Mrs. Mills, seconded by Mr. Ilacqua, made a motion to suspend the rules of Council requiring an <br />ordinance to be read on three separate occasions. <br />Roll Call: AYES: All <br />NAYS: None Motion Carried <br />Rules Suspended <br />Mrs. Cinco, seconded by Mr. Ilacqua, made a motion to enact Ordinance No. 2002-09. <br />Council President Buckholtz asked if there were any comments. <br />Mr. Ilacqua said this was well documented in Finance. <br />Roll Call: AYES: All <br />NAYS: None Motion Carried <br />Ordinance Enacted <br />First Reading of Itesolution No. 2002-04, entitled; "An emergency resolution granting a special <br />use permit allowing medical offices in the entire building located at 730 S.O.M. Center Road, known <br />as the Georgian Center." Introduced by Mayor Rinker and Council as a Whole. <br />Mrs. Mills, seconded by Mrs. Cinco, made a motion to suspend the rules of Council requiring an <br />ordinance to be read on three separate occasions. <br />Roll Call: AYES: All <br />NAYS: None Motion Carried <br />Rules Suspended <br />Mrs. Cinco, seconded by Mrs. Mills, made a motion to adopt Resolution No. 2002-04. <br />Mr. Marquardt said for the record, he believes that using a Special Use Permit for this manner on <br />this piece of property or any property this size is going against the spirit of our Charter. It should be <br />referendum issue. <br />Mr. Ilacqua said he would like to add to Councilman Marquardt's comments that he is not necessary <br />opposed to medical use in the Village. He would like to see us do it better, plan a little more <br />thoroughly. We are going to enable a few doctors who have no experience managing a commercial <br />property to step -in and do that. He does not know if they are aware of the ramifications and what it <br />will take to run that, and if it is a success, what dollars will have to be spent to "un-landbank" some <br />of those spots--maybe even build on that lot as well--in terms of more parking spaces. If we do, in <br />fact, feel medical use is needed in the Village, let's plan it, find some areas for it, do more thorough <br />traffic studies. Mr. Ilacqua said Mr. Samac did a great job on this assisted living piece where he <br />drew comparatives from previous communities--good analysis. He apologized that when a lot of <br />these discussions were going he was tied up with an illness in the family. He would like to see us do <br />it better.
