. .:?.. ? a ...- ?. <br />Regular Council Meeting <br />6-17-02 <br />Page 9 <br />Council President Buckholtz questioned would that be appropriate as an item to appear in the <br />Development Agreement? <br />Mayor Rinker said yes, I think so. <br />Mr. Bell said if it is at all helpful, Mr. Heller's office did do a line of site diagram that better <br />illustrates this point of what the distance does to the height. I know we took a shot at it with a digital <br />camera, the visibility and all of that and that wasn't really very efFective at illustrating the point. But <br />if it would be helpful for Council for Jirnmy to explain that, I know he'd be happy to; if it's <br />necessary. <br />Council President Buckholtz said we've actually seen that; we've actually done a drawing of that. <br />Council members did not request further explanation. <br />Council President Buckholtz said let's go around; do people have questions with that. <br />Dr. Parker questioned if we are just dealing with height right now? <br />Council President Buckholtz said that's a question I have for Diane. Is it all one package now? The <br />cul-de-sac and the height variance-has it all become one issue that we are voting on? <br />Ms. Calta said yes. <br />Mr. Bell asked to make a statement about the cul-de-sac. I have a drawing that better shows it. <br />Everybody remembers (and I think for those of you that were here at the last Planning and Zoning <br />Commission meeting, the Mayor went through it pretty thoroughly) the original Master Plan. What <br />we have always worked towards is the idea that there is this interior roadway system. It runs from <br />our property, across the Village's property and connects with the roadway system atNorth Chagrin <br />Commons. That was part of the Master Plan that was presented (I think) in 1996 or 1997. So, when <br />we talk about the temporary cul-de-sac and the question was asked at Planning, this temporary cul- <br />de-sac-each time you develop a piece of land along this roadway, we will come back, probably, for <br />another temporary cul-de-sac variance as we work towards our property line. The ultimate goal <br />being that the interior roadway on our property ultimately meets withNorth Chagrin Commons <br />(whatever it ends up being called.) So, you can see that the law allows for a 500' cul-de-sac (we're <br />at, I guess, 1300' or some odd feet. We've gone through this with the Fire Department (and I think <br />he's comfortable with the way it has been designed on a temporary basis.) ThaYs the need for that <br />piece of it. Just as an aside, the Board of Appeals (I think) liked the plan; they were uncomfortable <br />being the final say on the issues primarily because of the height and the political issues relating to <br />the height and the sensitivity of the residents. I think if you talked to anybody from Board of <br />Appeals or anyone that was there, they really liked the plan but didn't feel like it was appropriate for <br />them to make a decision that night. <br />Council President Buckholtz asked, do we have any other Council comments at this point? <br />9
