Regular Council Minutes
11-18-02
Page 12
compiling information from other companies as well (ancillary companies) so that when these
guys do-if these guys do an analysis, that we know what they are talking about. When they talk
about fiber, I have already met with a fiber company, I have detailed maps of where all the fiber
currently is and what we can buy, what we can lease, so I am already doing some of this analysis
but I can't look at the whole technology picture. There is software and applications you have to
look at of what you want to do. We did a video of a meeting. That can be done digitally and
translated right into minutes. One of the complaints that we had at the resident's meeting, and I
went on the website, and again, that's why I joke with Donna because she knows I appreciate all
the work she does and it's almost to do it more but we do not have up-to-date agendas on the
web site, we don't have up-to-date minutes on the website. There is no reason why the push of a
button and the same way she emails an agenda to me, she could be emailing it to the website or
an updated agenda on a Monday could be on that website so that when people want to know
when a liquor store is on, or if at the 11th hour it is pulled off, they could know that on the
website. With all due respect let me say, to have to defend the world of technology; I agree-or
I potentially agree, that perhaps it is not as clear in certain people's mind of what we need it for;
to say that we don't need a competent, cohesive, technology plan, or information, technology and
telecommunications plan, I think is just facing-I think we will end up spending a lot of money
elsewhere.
Dr. Parker said Bill, from what I gathered from their presentation, it had a lot to do with how we
are spending out money through our number of phone lines, through whether it is Ameritech,
whether it is long distance, or....
Council President Buckholtz said well that's what you start with; you start with the service
providers and the hardware.
Dr. Parker said I understand that. But, what I am saying is that a lot of the issues that originally I
felt we wanted to address like you were saying-how do we attract high, new technology to our
area, to our business section and everything. That wasn't any of the emphasis-maybe a little bit
of a side-I mean we are paying for someone to come in and give us a quote. It seems like if
they want to come in and do business with us, they would come and give us a quote and then do
business with us-as opposed to....
Council President Buckholtz said it's right here in Section 8; a technology and assessment plan.
BTS will conduct an in depth analysis of your Village's internal and external technologies
conditions or requirements. This assessment will include but not limited to the following issues
and requirements. They will conduct a survey of your Village's current and future technology
conditions and requirements, on-site inventory and assessment of all in-place data
communications hardware and software, on-site meeting with Village administrators and staff to
address issues such as current data communications, conditions, problems, desires, fiber
expansion plans, Adelphia agreements that have not been met and will probably never be met;
and what we are going to do about that (are we just going to just sit there and say well Adelphia
promised us this, that and the other thing and nobody has gotten anything that they were
promised from Adelphia to my understanding. Participate in a group meeting with selected local
community and business leaders to discuss their potential interest in leveraging technology to
