Special Council Meeting
2-24-03
Page 10
either has some other recreation facility, I could see where camps, a classroom, a multi-purpose
facility. People talked before about whether or not we'd even want to open up some kind of bed and
breakfast. Who knows. But the structure itself has a certain appeal to it. In exchange for having
that property, it didn't seem like it was a major impediment. But yeah, I think it's a deal-breaker. I
think there's enough sentimental value to it. And I think we could find a lot of good uses. I don't
think it's an albatross by any stretch of the means.
Dr. Parker asked, is he situated pretty much in the center portion?
Mayor Rinker said no, he's more toward the rear; he's about 2/3 or 3/4 of the way back off of
S.O.M.
Dr. Parker said I mean I was just thinking I would actually want to pay more for it and not have my
hands tied to maintaining that building because I think it's hard for us to predict whaYs going to
happen with that property. I'd hate to feel like here's this building sitting closer to the main
boulevard that maybe we want to do something with and we can't do anything with it. I feel like iYs
a hamstring there in some ways. I see how it could be productive and useful but I could also see
how it could prevent us from using the property the way we might want to really use it. And I have
a little bit of a problem-I don't mind keeping it if it works in with our plan but I have a problem
assuring him or guaranteeing him that we never can move it or remove it or whatever if we need to.
Mayor Rinker said well I would like to think that if the day were to come where we came up with a
better idea that we could approach him or a successor of our interest if it really came down to it.
Dr. Parker said that is my main concern.
Mr. Marquardt said I have the same concerns that we have any assessment that this would be made
ADA compliant or whether there's asbestos or any other thing---
Mayor Rinker said those are all issues. Those will all be issues.
Mr. Marquardt said I would think that you would want to have some kind of a clause that gives you
an out. If it becomes an unusable piece of property that somebody could live there without having it
be ADA compliant but we sure can't use it and we can't sell it if we can't use that property.
Mayor Rinker said when you put it in those terms, I think thaYs something that we could do. I think
that he would-I don't think that would be a deal-breaker. But I think the idea is that we make a
good faith effort to retain that structure and put it to good use.
Mr. Marrie said it sits back far enough, I think, and I hear what Bill said about asbestos and so forth,
but I think it sits back far enough, couldn't this be used, and I'm just throwing something out now,
Bill isn't here to defend himself, but couldn't this be used for offices with the Recreation Board or
that type of tfiing---
Mayor Rinker said I think it could.
