Special Council Meeting
2-24-03
Page 25

.?
?
around all this stuff it's typically a continuum of decisions. We set on a course for a while now
where we demonstrated that we are willing to tackle pretty ambitious projects. We break them
up as much as we can but ultimately all of these pieces come together and in any given year we
may come out on an individual project farther ahead than we may in another year. But in the
long run I think where we come out is that we are tackling major long-standing stormwater
issues that have plagued inside our borders and outside of our borders for a long, long time. But
again it is a pledge that we're making that we're going to get it done. And I think in the long run
I think we will find that we already have, and I think we will find other things will come back to
benefit us.
Dr. Parker asked, and if we don't get the funding this time around and we still made that pledge,
we can reapply, correct?
Mayor Rinker said we will reapply every time that money's available. There are no guarantees
other than we will do our best. We can't guarantee any given year that we will but we will make
every effort to. These are big ticket issues. There is no question.
Mr. Marquardt said one more question.
Council President Buckholtz replied yes.
Mr. Marquardt said we don't have a commitment from O.D.O.T. as far as us buying the Falkner
property that that's going to swing them to paying for the underpass.
Mayor Rinker said not yet; no we don't.
Mr. Marquardt said and I would question how that underpass went from $40,000 to $400,000.
because it was $40,000 what was originally quoted for the cost of that underpass.
Mayor Rinker said I thought it was the culvert itself; the piece of culvert I always understood
was at least $85-90,000 just for the concrete.....
Mr. Marquardt said $40,000 was what was quoted as being the difference between filling it in
and putting in the underpass.
Mayor Rinker said well I never heard $40,000. But between the engineering, between the
building, what you have to do to offset the drainage system to devise it--is a few hundred
thousand dollars.
Council President Buckholtz said lighting, stormwater, I mean--and I know that in S.O.M.
Widening Committee, I mean we did watch it grow. But it was like what it cost to tunnel
through and what it cost to tunnel through safely and what it cost to handle flooding, stormwater,
lighting---but it was a jump.
