Minutes of the Regular Meeting of Council <br />Monday, June 19, 2017 <br />Page 14 <br />it different, this was simply my decision and Jolm's going through it and looking at it and saying <br />let's take 3 x 3. We picked it, but if you want to pick 5 x 5, 10 x 10, 1 x 1, as long as we apply it <br />across the boarq. I think you ought to have it on at least two readings. Ordinance Review did <br />recommend it be adopted. <br />Dr. Parker stated, we thoroughly reviewed it. The Law Director as well as Mr. Marrelli discussed <br />the issues at hand and why we were doing this. We did approve as written. Obviously if <br />Council would like to make changes, that's fine as well. My only concern with bringing it up <br />was to make sure whatever needed to be done was done before any election season. <br />Council President Saponaro stated, because we like when our Ordinances can go through three <br />readings, we certainly will allow this to go through that process. At our next Caucus, I would <br />hope that everyone would have read the Ordinance at that point. Let's have a discussion and see <br />if there's any changes or anything that needs to occur at that point. Obviously we have open <br />portion at the next Council meeting so we can also discuss that there if anyone from the public <br />has an opinion. <br />Ordinance No. 2017-29 was moved to Second Read. <br />Mr. Diemert stated, Mr. President, if you would prefer to just reinove this [the next item] from <br />the agenda or would you rather have it defeated? It's just a matter of preference. <br />Council President Saponaro stated, we can do either/or. Right? <br />Mr. Diemert stated, if we did not pass the prohibition, we had this as an optibn. I am going to <br />recommend you defeat this as you adopted the prohibition. To use up the number, we might as <br />well just defeat it. <br />First Reading of Ordinance No. 2017-30, entitled, "An Emergency Ordinance adopting <br />a moratorium on applications for, and the granting of, zoning certificates for any <br />building, structure, use or change of use that would enable the cultivation, processing, <br />distribution or sale of inedical inarijuana for an additional period of 180 days in order to <br />allow the Village to review applicable State and local laws and regulations relating to <br />such uses, and adopting a prohibition on the cultivation, processing, distribution or sale of <br />medical marijuana should regulations not be enacted by the expiration . of the <br />moratorium." Introduced by Mayor Bodnar and Council as a Whole. (Adininistration) <br />Mrs. Mills, seconded by Mr. Jerome, made a rnotion to suspend the rules of Council <br />requiring an Ordinance to be read on three separate occasions. <br />ROLL CALL: AYES: All <br />NAYS: None <br />Motion Carried <br />Rules Suspended <br /> <br /> <br />I <br />; <br />Dr. Parker, seconded by Mr. Marrie, made a inotion to enact Ordinance No. 2017-30.
