ORDINANCE NO. 2018-09 <br />Page 2 <br />and make an executed contract for the Improvement Project with the lowest and best bidder after advertising <br />according to law, and the Improvement Project shall be financed as provided in the Resolution. <br />SECTION 8. The Council finds and determines that all fonnal actions ofthis Council relating to the <br />passage of this Ordinance have been taken at open meetings of this Council; and that deliberations of this <br />Council and of its committees, resulting in such formal action, took place in meetings open to the public, in <br />compliance witli all statutory requirements, including tlie requirements of Section 121.22 ofthe Ohio Revised <br />Code. <br />SECTION 9. This Ordinance is hereby declared to be an emergency measure necessary for the <br />immediate preservation of tlie health, safety and welfare ofthe residents of Mayfield Village, Ohio, and for the <br />reason that the immediate effectiveness of this Ordinance is required to provide for the construction of the <br />Improvement Project which is necessary to provide for a system of centralized sewage collection, disposal and <br />treatment and thereby eliminate environmental hazards and preserve and protect the liealth of the residents of <br />the Village. It shall, therefore, take effect immediately upon passage by the affirmative vote of not less than <br />liest time allowed by <br />five (5) members elected to Council and approval by the Mayor or otherwise at r?r <br />law.
