? ?- <br />1 RESOLUTION NO. 2018-10 <br />INTRODUCED BY: Mayor Bodnar and Council as a Whole <br />AN EMERGENCY RESOLUTION IN SUPPORT OF <br />THE STATE BOARD OF EDUCATION'S <br />RESOLUTION IN OPPOSITION TO HOUSE BILL 512 <br />WHEREAS, on February 14, 2018, House Bi11512 was introduced in the House of <br />Representatives of the 132°d Ohio General Assembly; and <br />WHEREAS, House Bill 512 would effectively consolidate the Ohio Department of <br />Education, the Ohio Department of Higher Education, and the Governor's Office of <br />Workforce Transformation into a new state agency called the Department of Learning and <br />Achievement under the sole authority of the Governor of Ohio; and <br />WHEREAS, if such legislation was enacted into law it would fully eliminate the <br />current structure of collaborative partnerships and policy development of educational <br />stakeholders throughout Ohio and transfer nearly all the power and duties of the State Board <br />of Education and the Superintendent of Public Instruction to the new state agency; and <br />WHEREAS, this proposal was drafted without adequate input of students, parents, <br />educators, administrators, schools, school districts, superintendents and board members, all <br />of whom would be negatively affected by House Bi11512; and <br />WHEREAS, public education is at its best when the interests of the people are served <br />through publicly-elected boards and the State Board of Education is no exception; and <br />WHEREAS, the State Board of Education adopted a resolution in complete <br />opposition to House Bill 512. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OE MAYFIELD <br />VILLAGE, OHIO, THAT: <br />SECTION 1. The Council of Mayfield Village hereby and herein expresses its <br />support to the Resolution adopted by the State Board of Education in opposition to House <br />Bi11512. <br />SECTION 2. Council further directs the Clerk of Council to send a certified copy of <br />this Emergency Resolution to members of the Ohio House of Representatives and the Ohio <br />Senate. <br />SECTION 3. The Council finds and determines that all formal actions of the Council <br />relating to the adoption of this Resolution have been taken at open meetings of this Council; <br />and that deliberations of this Council and of its committees, resulting in such formal action, <br />took place in meetings open to the public in compliance with all statutory requirements <br />including the requirements of Section 121.22 of the Ohio Revised Code.
