Minutes of the Regular Meeting of Council <br />Monday, March 19, 2018 <br />Page 6 <br />trees. When we decided not to do that trail, we were able to move that buffer in a little bit <br />towards the creek but you had to still disturb a great amount of trees in that area, again, just to do <br />the stabilization work. Even though the challenge may be 50 feet away, you still had to build <br />this floodplain and embankment to stabilize what failed. The trees that also did not have to come <br />out now was the area west of the cliff as you went back and were going to do the connector. <br />That area is staying wooded obviously because there's no trail going in there. These guys from <br />the Sewer District and their Engineer painstakingly tried to not disturb any area that did not need <br />to be done. <br />From a pure ecological point of view, whenever you have a stream area, as much shade as <br />possible helps, so removing trees and destabilizing some areas is not in their best interest. They <br />are not doing it just for fun or willy-nilly. If they had to remove them, they had to be done. <br />Council President Saponaro asked, so the comment that Ms. Tweed heard regarding staging? <br />Mr. Cappello replied, there could be some areas. I apologize. I didn't see exactly where all these <br />trees got removed but there is some area that may be close to.the sidewalk. Is that where they <br />are talking about staging? <br />Ms. Tweed replied, from what Rachel and Matt explained to me, it is going to come off of SOM <br />arid down in that area where they cleared out all of the trees that are close to the homes; that is <br />where they are going to use for staging. <br />Mr. Cappello stated, and again, to build and to do this work, you do need an area to stage your <br />equipment and work from. I know they also had an extensive landscape plan which they had a <br />large amount of trees and shrubs. They are going to make this area look the best they can. It is <br />not going to look like it did before as far as natural trees and timber, but give it a few years and it <br />is,going to come back. This work clearly had to be done to do the restoration. I don't want to <br />have anyone thinking that they did this just willy-nilly. This was well thought out and had to be <br />done. . <br />Ms. Tweed stated, I have to say that Rachel and a couple of people are going to meet with us <br />Friday at my home so we can talk about the planting that is going to go in there and the <br />additional planting they have agreed to pay for. The concern is, you take. out 40-50 foot trees <br />and you put a 5-foot tree in there. That is not sufficient to even support the area and to make . <br />sure we have no further erosion. We need to make sure we put -the appropriate trees and <br />landscaping in there to maintain that area. <br />Council President Saponaro stated, thank you. I know that part of what they are doing at that <br />embankment is to build it back up again. Rachel and her team should be able to explain exactly <br />the mechanics behind that because certainly I can't. It.'s not in my area of expertise. They will <br />certainly explain that to you. I would imagine you could make suggestions as a group because <br />it's their project. It truly is not our project. It's theirs. It does need to be done. I think whatever <br />you can provide for them I am sure they would appreciate. I am sure you would appreciate <br />having a voice in the process.
