The decision of the arbitrator shall be final and binding upon the Union, the employee, and <br />the Employer. Any cost involved in obtaining the initial list of arbitrators shall be equally <br />divided between the Employer and the Union. All costs directly related to the services of <br />the arbitrator shall be borne equally by the parties. Expenses of the witnesses shall be <br />borne, if any, by the party calling the witness. The fees of the court reporter shall be paid by <br />the party asking for one; such fees shall be split equally if both parties desire a court <br />reporter's recording or request a copy of any transcript. <br />ARTICLE 15 <br />UNION BUSINESS <br />Section 15.1. The Employer agrees to allow non-employee Union representative(s) into the <br />Employer's facilities during employees' hours. The representatives(s) shall be admitted to the <br />Employer's facilities and sites for the purpose of processing grievances or attending meetings as <br />permitted herein, providing advance notice is given to the Employer. <br />Section 15.2. The Union shall submit, in writing, the names of employees in the Union who act as <br />Union stewards for the purposes of processing grievances in accordance with the grievance <br />procedure contained herein. The Employer shall be notified within fourteen (14) days, in writing, of <br />the change of any officer(s) of the Local Union. No employee shall be recognized by the Employer <br />as a Union representative until the Union has presented the Employer with written notification of <br />that person's selection. <br />IL Section 15.3. The investigation and writing of grievances should be on non -duty time. If grievance <br />hearings are scheduled during an employee's regular duty hours, the employee shall not suffer any <br />loss of pay while attending the hearing. <br />Section 15.4. The Union shall submit to the Fire Chief or his designee any and all requests to use <br />Village property to conduct Union business. All requests must be in writing and submitted in <br />advance of the scheduled meeting. <br />A P, <br />Section 15.5. Any member of the union shall be allowed time off with pay for meetings which <br />shall be set by the Village and the Union, and for union sanctioned trainings and or conferences. <br />The total amount of time off with pay for said meetings shall not exceed sixty (60) hours per <br />calendar year for all of the Union representatives. The Union will be responsible for the costs of <br />registration fees, travel and lodging, and associated costs for Union business. Hours paid for <br />Union leave shall not be used in the calculation of overtime. <br />ARTICLE 16 <br />LAYOFF AND RECALL <br />Section 16.1. Order of Layoff. Whenever it becomes necessary to lay off employees within the Fire <br />Department, those persons who have been appointed last shall be first to be laid off from the <br />Department, providing that all seasonal, part-time and part-time permanent members of the Fire <br />Department are laid off first. <br />12 <br />
