Minutes of the Regular Meeting of Council <br />Monday, March 18, 2019 <br />Page 9 <br />Mayor Bodnar replied, Mr. Christian, it is part of our job and we do go to our State legislators on <br />issues like this and a myriad of other issues. It's up to us to protect our own communities. By <br />putting this law in place, if the speed limit somewhere is 25 miles an hour and you are going 27, <br />there's nothing that compels a police officer to pull you over under those circumstances. We <br />leave some things to the sound discretion of our police officers and we have the best there are <br />and we trust them to make sound decisions so you have to look at it from that angle also. <br />Mr. Christian stated, I agree with you wholeheartedly that the law should be passed, okay. I'm <br />just saying that for every little village in the State to pass its own law is ridiculous. <br />Council President Saponaro stated, but that's what villages and communities do. They have to. <br />Mr. Christian stated, well, that's what I'm saying. It's ridiculous. <br />Council President Saponaro stated, I think you need to run for Senate or get up there and change <br />the way we do this. But we appreciate it. And generally we don't have this kind of discord, but <br />because we were saving it for this portion, that's why we're having to do that and we do <br />appreciate your comments. <br />• Second Reading of Ordinance No. 2019-06, entitled, "An Ordinance amending <br />Codified Ordinance Section 337.27 drivers and passengers required to wear seatbelts.'' <br />Introduced by Mayor Bodnar. (First Reading — February 25, 2019) (Law Department) <br />Council President Saponaro stated, the one question I had asked Chief Matias which he answered <br />for me but I thought it was worth sharing and then I had another question was this is not only for <br />drivers but it's for passengers? <br />Chief Matias replied, correct <br />Council President Saponaro stated, so it's for both parties. Is it only for front seat? <br />Mr. Coyne replied, for all passengers. <br />Council President Saponaro asked, is it all passengers in a vehicle? <br />Chief Matias replied, yes. <br />Council President Saponaro stated, all passengers in a vehicle. Okay. I think we need to be clear <br />on that because for a long time it was your front seat that seemed to be the target. And again to <br />Mayor Bodnar's point, it doesn't compel the police to stop folks if they don't have seatbelts on in <br />the back seat, however, it does give you that right if you believe that there is a compelling reason <br />to do so. <br />Chief Matias replied, right. <br />
