Minutes of the Regular Meeting of Council <br />Monday, April 15, 2019 <br />Page 3 <br />Our general fund balance as of Dec 31, 2018 was $20.6 million, an increase of about $3.8 <br />million over our balance on Dec 31, 2017. We ended 2018 with total outstanding debt of $4.3 <br />million, down from $16.3 million in 2010. We currently have over $2.3 million set aside in the <br />debt retirement fund to pay off our debt when it is economically beneficial and permissible to do <br />so. The remaining balance will be paid primarily through TIF payments we receive and then use <br />to pay the related debt, as well as ongoing principal payments on bond debt and money we <br />receive through assessments for sewer conversions. <br />Our 2019 capital projects include: <br />The Road Program, which includes the repaving of Wilson Mills Road, east of SOM <br />Center Road to Gates Mills. The curve in this stretch of roadway will be softened to <br />make it safer, and paved shoulders will improve safety and aesthetics. In order to <br />complete this project quickly and not be under construction the entire year, we will be <br />closing this portion of Wilson Mills to through traffic temporarily, while maintaining <br />local access in the area. We recognize that this will. cause some inconvenience for <br />residents and commuters, but we believe the shortened timeframe is worth it. Council <br />will award the contract shortly. <br />Improvements at The Grove, including additional tiered stone seating, permanent <br />lighting, and a lit railing along the north side of the hill to make it easier for folks to sit <br />higher on the hill. This project was awarded to Skoda Construction for $154,395. <br />Improvements at Parkview Pool to expand the concession area and replace the wooden <br />pergola (which is 20 years old and was in need of replacement) with colorful sails. This <br />project was awarded to Cianci Construction in the amount of $66,500. <br />Monument signage for the recreation area at SOM and Parkview, and at the softball <br />parking lot which will also include our new tennis and bocce courts. This project was <br />awarded to Cicogna Sign in the amount of $37,990. <br />Improvements to the Fire Station, including a new roof and new doors. This project was <br />also awarded to Skoda Construction in the amount of $316,490. <br />Perhaps our biggest endeavor will be to make our Civic Center ADA compliant. This will <br />involve such things as an elevator, broadened doorways and openings, and adjustments to <br />bathroom stalls and sinks. As a result, we will be able to use basement and second floor <br />rooms for public purposes, so we are also looking at how we might renovate those spaces <br />for better use. We expect to bid this project later this year. We do not know the total cost <br />of this project yet, but our State of Ohio Capital Grant of $100,000 will help us pay for <br />the improvements. <br />Several 2018 capital projects are being completed this spring: <br />The sewer conversion in the Thornapple/Robley neighborhood is virtually complete. As <br />I speak, castings are complete with final roadway paving and landscaping expected in the <br />next few weeks. <br />
