Minutes of the Regular Meeting of Council <br />Monday, December 16, 2019 <br />Page 18 <br />• Resolution No. 2019-73, entitled, "An emergency resolution authorizing Mayfield <br />Village to join Buckeye Ohio Risk Management Association Benefits Pool (BORMA) <br />and authorizing and directing the Mayor and President of Council to enter into the <br />Intergovernmental Agreement and Bylaws." Introduced by Mayor Bodnar. (Finance <br />Department) <br />Mrs. Mills, seconded by Mr. Marquardt, made a motion to adopt Resolution No. 2019-73. <br />Council President Saponaro asked, discussion? <br />Mr. Wynne stated, the Healthcare Task Force completed their evaluation of the different options <br />for employees last week. It was the recommendation of the majority of the Task Force members <br />who represented the majority of employees to recommend to the Mayor and Council that we join <br />the BORMA Group which is a consortium of currently 12 other municipalities, soon to be 13 and <br />then we will be 14. It's a self-insured benefits pool where the municipalities under the guidance <br />of an insurance consultant control the benefit programs that are offered and hopefully to control <br />the benefit cost increases that we are facing in future years. This is a 3 -year commitment to join <br />this pool. That's the recommendation of the Task Force and my recommendation as well as the <br />Finance Director. <br />Council President Saponaro stated, very good. Introduced by Mayor Bodnar. (Finance <br />Department) <br />Mrs. Mills, seconded by Mr. Marquardt, made a motion to adopt Resolution No. 2019-74. <br />Council President Saponaro asked, discussion? <br />Mr. Wynne stated, with these, each one of the 14 municipalities in this self-funded pool have a <br />representative who works with the insurance consultants in setting plans in the future. The <br />representative is typically the Finance Director of each one of those municipalities so this <br />legislation would name me as the primary representative and Diane Wolgamuth as the alternate <br />in my absence. <br />Council President Saponaro asked, any questions, discussion? <br />
