Minutes of the Regular Meeting of Council <br />Tuesday, February 18, 2020 <br />Page 8 <br />Ms. Wolgamuth stated, yes and I responded saying that I do remember when the fiber ring went <br />in on Beta Drive there was discussion about could we run fiber to the neighborhoods as well? It <br />never happened. I think it didn't happen because the cost to run the fiber down all the side <br />streets was prohibitive and then each household would have to connect to that fiber so then that <br />household would have to pay to make the connection. I think at that time it just kind of went <br />away because we didn't know if there would be people who would actually connect. So, to run <br />fiber, it didn't make sense. I have not really heard much about it since and you had asked if the <br />Master Plan was addressing it. It has not come up in any of the Master Plan discussions either. <br />So, unless it's raised again, I would say it's a dead issue. <br />Mr. Williams stated, thank you. That's all I have Council President. <br />Council President Schutt stated, thank you George. <br />• Second Reading of Ordinance No 2020-03, entitled, "An Ordinance appropriating funds <br />for current expenses and expenditures for Mayfield Village, Ohio for the period from <br />January 1, 2020 and ending December 31, 2020 and declaring an emergency." Introduced <br />by Mayor Bodnar. (Finance Department) (First Reading —1/21/20) <br />Council President Schutt asked, any questions? <br />Mr. Wynne stated, I would just like to make a couple comments about this as well as the next <br />piece of Old Business. Council should have all received copies of the draft budget for 2020 a <br />couple weeks ago. Just some things for you to be aware of. On the revenue side, last year our <br />income tax collections were a little bit over $20 million. Our budget reflects $17 million, not <br />that we are expecting any type of decrease, but as I have always done, we tend to be very <br />conservative in the budgeting process never really knowing how the employers will be paid out <br />with employee bonuses and how that will impact our revenue, so we tend to budget <br />conservatively and budget lower in the event that those numbers don't come in as we expect. <br />But we do expect our revenues to be the same this year as they have been in the past. <br />On the expenditure side, nothing really unusual on the expenditure budget. You can see <br />separately also a copy of the capital budget so you can see the extent of the capital projects that <br />we are contemplating. The only item of note from an operating standpoint to make you aware of <br />the budget is that there are plans to staff dispatch with two employees 24/7 so the budget does <br />reflect the hiring of three additional dispatchers on a full-time basis. The budget reflects hiring <br />them on April 1St. That date's not going to happen. We will be planning on hoping to hire them <br />throughout the year. Those are the two biggest items I wanted to bring to your attention that you <br />should be aware of in the budget. <br />As you review it, if you have any questions, please reach out to me.
