MINUTES OF THE REGULAR MEETING OF COUNCIL <br />MAYFIELD VILLAGE, OHIO <br />Monday, April 20, 2020 — 7:00 p.m. <br />Videoconferenced in Main Conference Room -Mayfield Village Civic Center <br />Present in Main Conference Room: Council President Schutt and Mrs. Betsa. All other members <br />of Council, Mayor Bodnar, Ron Wynne, Diane Wolgamuth, Law Director Coyne in attendance via <br />ZOOM. The videoconferenced meeting can be accessed by going to: <br />https://www.youtube.com/watch?v=bHqccWoi20U <br />Council President Schutt stated, welcome to the Regular Meeting of Council. This meeting has <br />been duly noticed and is being held in accordance with Ohio Revised Code Section 121.22 specific <br />to recent amendments made in light of the current COVID-19 declared emergency (House Bill <br />197). Under the orders of Governor DeWine and the Director of Health of Ohio, and pursuant to <br />Ordinance 2020-20, adopted March 16, 2020, Council is meeting remotely, via electronic <br />means. The public has been invited to view the meeting live by accessing the meeting through a <br />link posted on the website. A Press Release was forwarded to the news media and this information <br />has been on the website since April 13th. The public was encouraged to view the meeting agenda <br />and offer any comments or questions prior to 6:00 p.m. this evening to be read into the record and <br />addressed at the meeting. Comments received in writing or electronically that were not received <br />on time will be read into the record and addressed at the next meeting of Council. <br />Mayfield Village is conducting these proceedings in compliance with all applicable State Laws <br />and regulations. <br />For the period of the emergency declared by Executive Order 2020-0113, issued on March 9th, <br />2020, and until December 1, 2020 together with Ordinance 2020-08 and the Declaration of the <br />State of Emergency for Mayfield Village, Ohio issued March 25, 2020 unless either terminated or <br />extended by a separate Declaration of Emergency, public meeting may be conducted as follows: <br />• This Village Council is a public body as defined under the laws of the State of Ohio. <br />• Members of this public body may hold and attend meetings and may conduct and attend <br />hearings by means of teleconference, video conference, or any other similar electronic <br />technology. <br />• Any resolution, rule, or formal action of any kind shall have the same effect as if it had <br />occurred during an open meeting or hearing of this public body. <br />• Members of Council who attend meetings or hearings by means of teleconference, video <br />conference, or any other similar electronic technology, shall be considered present as if in <br />person at the meeting or hearing, shall be permitted to vote, and shall be counted for <br />purposes of determining whether a quorum is present at the meeting or hearing. <br />• 24-hour notice in advance of meetings and hearings must be given to the public, the media <br />that have requested notification of a meeting, and to the parties required to be notified. The <br />notice must be given by reasonable methods by which any person may determine the time, <br />location, and the manner by which the meeting or hearing will be conducted. <br />
