Minutes of the Regular Meeting of Council <br />Monday, April 20, 2020 <br />Page 5 <br />CAPITAL PROJECTS. The 2020 Capital Projects that are going forward include: <br />The Road Program which includes concrete road repairs on SOM Center Road, North Commons <br />Blvd., Parkview Drive, White Road, Wilson Mills Road, Highland Road, Lander Road, SOM <br />Court, Bramblewood Lane and Thornsway Drive. CATTS Construction was the low bidder for <br />this project at $949,831.75. During this period of low traffic volume, our Engineer Tom Cappello, <br />Police Chief Paul Matias and our Service Director Doug Metzung concurred that it made sense to <br />have the work done as quickly as possible. CATTS is following all guidelines issued by OSHA <br />and the CDC regarding COVID-19. CATTS began work on SOM Center Road on April 3`d and <br />expects to complete the project by early June. <br />Parkview Playground. The Parkview Playground project went out to bid and was awarded in <br />February to Licursi Home & Garden for $868,236.75. In March, work began to remove the old <br />playground equipment and we are well on our way to completion, which is expected in June. With <br />luck, we will be able to open the playground as planned and we would love to host a grand opening <br />ceremony to introduce it to all of you. Thanks to our landscape architect Jim McKnight for his <br />work on this project and to Assistant Recreation Director Danielle Echt for her vision and her <br />efforts to obtain funding to make that vision into a reality. <br />Beta Drive Signage. We have long discussed our desire to promote the County's designation of <br />Beta Drive as a County Innovation Zone. Entryway signage will be added to both ends of Beta <br />Drive in an effort to make this designation clear. This project recently went to bid and tonight, <br />Council will vote to award the contract. <br />Wilson Mills Sidewalk Extension. At the request of residents in our easternmost neighborhoods, <br />a sidewalk is being added to Wilson Mills to continue the existing sidewalk from Hanover Drive <br />to Echo Drive, to make it easier for folks to walk to the center of town and access the Greenway <br />Trail and other Village amenities. The contract for this project is also on Council's agenda this <br />evening. <br />Civic Center Improvements. Perhaps the biggest project that had been planned for 2020 was to <br />make our Civic Center ADA compliant. Earlier this year, Council had requested that our architect <br />look at the cost of constructing a new building and we were almost done with that process when <br />the Coronavirus hit. <br />Given that there is much more conversation to be had before making a decision on how to proceed, <br />and until we know the depth of the revenue impact from Coronavirus that we are going to <br />experience this year, this project is being postponed and will be revisited in 2021 or 2022. <br />The Master Plan. The Master Plan Steering Committee met in February to discuss its status and <br />concluded that our current draft is lacking in direction regarding future zoning and land use. The <br />Steering Committee suggested it would be worth the time and expense to hire a professional <br />planner to assist us with this aspect of the Master Plan before we present it to Council for adoption. <br />The Committee also felt that it was important to include the Town Center in the Master Plan, and <br />pointed out that any major construction at the Civic Center, whether it be expansion or building <br />new, could significantly impede any future plans for a Town Center.
