Minutes of the Regular Meeting of Council <br />Monday, June 15, 2020 <br />Page 15 <br />We know everyone's concerned about a resurgence in the Fall possibly. We are just going to have <br />to monitor it and hope -that -the State recognizes the fairness on how the tax structure for local <br />governments is established so that you don't get these unanticipated issues with where people are <br />working, where they get their paycheck from and where they actually reside. Of course, some <br />cities have different credits as well so it's going to be pretty interesting on the Department of <br />Taxation and the Ohio legislation monitors this. We are going to file the legislation, the Ohio <br />Municipal League and the Cuyahoga County Law Directors. We are staying on top of it. <br />Mr. Murphy stated, great. Thank you. <br />Council President Schutt asked, any other comments? <br />There were none. <br />Ordinance No. 2020-12 moved to Second Read. <br />• First Reading of Ordinance No. 2020-17, entitled, "An ordinance repealing Mayfield <br />Village Codified Ordinance Chapter 955 Drainage and Infrastructure." Introduced by <br />Mayor Bodnar. (Administration) <br />Council President Schutt asked, any discussion? <br />Mr. Coyne stated, this ordinance should probably be considered as it is reviewed by Council in <br />conjuncti6n with the &dinance creating a moral claims chapter because they are related. The <br />reason for this had to do in part with the way the Drainage and Infrastructure Committee operated <br />and the way they reviewed matters was really tied to flooding issues and things of that nature, so <br />in meeting with the Administration and the appropriate Department Heads, we concluded that it <br />would be better to create a moral claims provision to handle claims that might not be covered by <br />insurance and that the Village may have immunity for but which may have an impact on <br />community residents. It rescinds the Drainage and Infrastructure Committee and it creates another <br />process for residents to file claims to get consideration for assistance. <br />Council President Schutt stated, thank you Mr. Coyne. Any other comments or discussion? <br />There were none. <br />Ordinance No. 2020-17 moved to Second Read. <br />• First Reading of Ordinance No. 2020-181 entitled, "An ordinance enacting Mayfield <br />Village Codified Ordinance Chapter 159 Moral Claims."
