Minutes of the Regular Meeting of Council <br />Monday, June 15, 2020 <br />Page 6 <br />Mrs. Betsa stated, one of my jobs as Council Clerk pursuant to the Charter is that I have 20 days <br />to review the Petition to determine its sufficiency. After preliminary review and discussion with <br />the Law Department, itappears that this Petition has three deficiencies:- - - - <br />1. The original Petition is required to be filed pursuant to Mayfield Village, Article VII, <br />Section 1 which requires the Petition to be "signed in ink by qualified electors". Only <br />copies of the Petition were provided to me; <br />2. The Petition did not include an "affidavit sworn by the circulator thereof stating the number <br />of signers to such part of the petition and that each signature thereon is the genuine <br />signature of the person whose name it purports to be and was submitted in the presence of <br />the affiant" as required under Mayfield Village Charter Article VII Section 3; and <br />3. The filing fee of $12.50 required by the Board of Elections was not included. <br />I will work with the Law Department to prepare a letter to the chairman of the committee outlining <br />these deficiencies. <br />Council President Schutt stated, thank you, Mrs. Betsa. <br />DEPARTMENT HEAD REPORTS: <br />Law Department — Mr. Coyne: I have several items to talk to Council about. It may be easier <br />to just address them at each time. We have the Charter Review proposals and Mr. Fikaris is here <br />to talk about the recommendations there as well as the ordinance for the compensation to be fixed <br />for elected officials in the Village. We are repealing the D&I ordinance but we are reintroducing <br />another mode of compensation that can be given consideration for moral claims. We are changing <br />the time limit for the BZA approval process. We are also looking at a new Community Diversion <br />Agreement. Council President, I will address those when they come up on the agenda. <br />Council President Schutt stated, sure. No problem. Thank you. <br />Police Department — Chief Matias: Thank you Council President. Thank you Mayor Bodnar <br />for your earlier comments. I just wanted to come to this meeting and talk about my letter. Last <br />Friday, I posted a letter from our department to the community. The reason we put that letter out <br />is that since the death of Mr. Floyd, we have received a lot of questions about our procedures, our <br />equipment and different policies of the Police Department. Naturally I am happy to take these <br />questions because I know we have an excellent department. <br />The letter I put out, I am not going to read the whole letter, but it addressed a couple of main points. <br />The first and utmost important point is that everybody in our department was shocked at what <br />happened in Minneapolis. There's nobody that's on the wrong side of this. There's not an officer, <br />a dispatcher, or anyone on our department that thinks that there's another side to it. It was shocking <br />to all of us. <br />The second thing we talked about was the use of body cams. We have been using body cameras <br />since 2016 and even before that we had dash cams.
