(food evening everyone.. I have several reports to give you tonight.
COVID-19 issues are topping the charts. Probably most of you have heard this by now; but we
have received word that Progressive Insurance has notified its employees on Friday that they will
not be returning to work at their offices this year. We don't know when they will return to their
offices but we know that it will not be in 2020 and we are going to keep monitoring that situation.
The next thing is related. We of course have two concerns with our payroll tax in Mayfield Village.
That is the bulk of our income taxes that we receive. So, our concerns relate to people who
normally work in offices at Mayfield Village but are now working from home because of COVID-
19. Under the Governor's emergency order and the corresponding legislation those payroll taxes
will still go to Mayfield Village for the duration of the emergency order and for 30 days afterwards.
We don't anticipate that the Governor will lift that order any time soon, however there has been a
lawsuit that's been filed in Columbus, Ohio challenging that legislation. Our Law Director Mr.
Coyne has reviewed that lawsuit and is following it and fortunately has reported that that lawsuit
is on a pretty slow track and I believe, Mr. Coyne correct me if I'm wrong, that it's not set for trial
until sometime next summer in 2021. Mr. Coyne is going to continue to monitor that suit and at
the appropriate time it is our plan to band together with other municipalities to fight that lawsuit
and support the legislation.
Our second concern on payroll taxes has to do with the concern that many have expressed that
once COVID-19 is over, our employers may choose to keep more employees working from home
on a permanent basis. That will impact our payroll taxes. We cannot predict what our employers
are going to do. We do know that our largest employers own brick and mortar here in Mayfield
