Minutes of the Special Meeting of Council <br />Tuesday, July 5, 2022 <br />Page 2 <br />Mr. Murphy, seconded by Mr. Meyers, made a motion to enact Resolution No. 2022-28. <br />Council President Schutt asked, discussion? <br />There was none. <br />ROLL CALL: AYES: All Motion Carried <br />NAYS: None Resolution Adopted <br />First Reading of Resolution No. 2022-29, entitled "An Emergency Resolution <br />Authorizing and Directing the Mayor to file an application with the Ohio Department of <br />Natural Resources for financial assistance with public recreation areas through the State of <br />Ohio Natureworks Grant Program." Introduced by Mayor Bodnar. <br />Council President Schutt stated, my understanding is that this emergency Resolution was added to <br />the Special Meeting Agenda because there is a deadline approaching for the Natureworks Grant <br />Program. Mr. McAvinew, do you have anything to add to that? <br />Mr. McAvinew stated, the application process has changed. It used to be that a letter from the <br />Finance Director was sufficient to submit the application and the resolution came after. Looking <br />at in June, I realized they flipped that around. It does not commit the Village to enter into an <br />agreement with the State of Ohio, but it does say that we support this grant application. Once we <br />potentially receive an offer letter for the grant, we can decide based upon the funds that are <br />presented to us. So basically, the project will be around $300,000 and the grant could be around <br />$150,000 and then we would go to Land and Water Conservation in November to fund 50% of <br />that. But if they come back and say they will give us $20,000, it doesn't commit us to take the <br />$20,000. In the future we could reapply in the hopes that it is a little higher in the future. This is <br />for the renovation of Wiley Park which would include an updated pavilion, bathrooms, bocce and <br />volleyball courts; a place you can rent for families to go or class reunions, and things like that. The <br />grill's out. It will be usable to the general public. Also, there are a lot of ADA issues which need <br />to be addressed. <br />Mr. Meyers asked, how much money is available to that grant? <br />Mr. McAvinew replied, generally Natureworks grants up to 80% of the project with a maximum <br />of $150,000. Land and Water is a Federal grant and Natureworks is a State grant. They fund each <br />other. In reality, it's better off getting Land and Water first. But we have a timeline issue with the <br />State for the grant this time only. So, if it doesn't go through it's not the end of the world because <br />we can apply in November with Land and Water. <br />Mr. Meyers stated, thank you. <br />
