Bodnar <br />Mayfield Village <br />6622 Wilson Mills Road <br />Mayfield Village, OH 44143 <br />Re: Phase II Stormwater Support Services for NEORSD Member Communities <br />Dear Mayor Bodnar: <br />CCBH anticipates the upcoming Northeast Ohio Regional Sewer District (District) approval of <br />the Cuyahoga County Board of Health (CCBH) Stormwater Program, which incorporates <br />activities for Minimum Control Measure (MCM) #3, Illicit Discharge Detection and Elimination, <br />and MCM #6, Pollution Prevention/Good Housekeeping for Municipal Operations. Our <br />Stormwater program includes dry weather outfall inspections, sampling, and employee training <br />that will continue to assist your community in meeting the Ohio EPA's Phase II Stormwater <br />requirements. <br />CCBH is able to offer your community these support services at no cost for areas that have <br />been identified to be located within the District's Regional Stormwater Management Program <br />(RSMP) service area. CCBH will once again offer the annual IDDE and Pollution <br />Prevention/Good Housekeeping program activities to those communities that enter into a <br />Memorandum of Understanding (MOU) with CCBH for 2022-2025. Please note that this MOU <br />will cover the next four years of stormwater services. <br />CCBH has developed a program that is intended to assist communities in meeting their <br />stormwater management plan requirements. Through this proposed MOU, CCBH will provide <br />the following services: <br />• IDDE services including the identification of MS4 outfall locations, dry weather <br />inspections of outfalls, and sampling of outfalls within the community's MS4 system. <br />• Annual training of municipal employees on stormwater topics and best management <br />practices related to Pollution Prevention/Good Housekeeping for Municipal Operations. <br />• Annual site inspection of the community's municipal operations facility. <br />• A detailed annual report of IDDE and Pollution Prevention/Good Housekeeping activities <br />in your community. <br />The MOU for 2022-2025 has been included with this letter. Please return a copy of the signed <br />MOU to our office as soon as possible. Electronic copies are acceptable.
