RESOLUTION NO. 2022-08 <br />INTRODUCED BY: Mayor Bodnar <br />7 <br />AN EMERGENCY RESOLUTION <br />OF APPROVAL TO ELECT THE STANDARD ALLOWANCE FOR REVENUE LOSS <br />AND TO USE RECEIVED FUNDS FOR THE PROVISION OF <br />GOVERNMENTAL SERVICES UNDER SECTION 603(c)(1)(C) <br />OF THE AMERICAN RESCUE PLAN ACT <br />WHEREAS, the American Rescue Plan Act of 2021 ("ARPA") was signed into law by the <br />President of the United States on March 11, 2021; and <br />WHEREAS, Section 603 created the Coronavirus Local Fiscal Recovery Fund ("CLFRF") <br />which, among other things, appropriated money to cities, nonentitlement units of local <br />government, and counties to mitigate the fiscal effects stemming from the public health emergency <br />with respect to the Coronavirus Disease (Covid-19); and <br />WHEREAS, under ARPA and from the CLFRF the Village was awarded $349,554.28 <br />received half in calendar year 2021 and the other half in calendar year 2022; and <br />WHEREAS, the Department of Treasury Final Rule, published on January 6, 2022, and <br />effective April 1, 2022, provides in part that: <br />Treasury presumes that up to $10 million in revenue has been lost due to the public <br />health emergency and recipients are permitted to use that amount (not to exceed the <br />award amount) to fund "government services." [The "standard allowance"]. <br />WHEREAS, "Government services is [deemed by Treasury] the most flexible eligible use <br />category under the CLFRF program, and funds are subject to streamlined reporting and compliance <br />requirements;" and <br />WHEREAS, this Council finds it to be in the best interest of the health, safety and welfare <br />of the Village of Mayfield to elect the standard allowance for revenue loss as an allowable use of <br />the Village's $349,554.28 in ARPA funds and permit the funds to be used for general <br />governmental services. <br />BE IT RESOLVED BY THE COUNCIL OF MAYFIELD VILLAGE, OHIO, that: <br />SECTION 1. Mayfield Village Council hereby authorizes and directs the Finance <br />Director to elect the standard allowance for revenue loss under §35.6(d)(1) of the Final Rule, so as <br />to permit the revenue loss funds to be used for general government services. <br />1i <br />
