14 RESOLUTION NO. 2022-25 INTRODUCED BY: Mayor Bodnar AN EMERGENCY RESOLUTION AUTHORIZING AND DIRECTING THE MAYOR AND PRESIDENT OF COUNCIL TO ENTER INTO A CONTRACT WITH FLOCK GROUP INC. FOR THE LEASE AND SERVICE OF AUTOMATIC LICENSES PLATE READERS IN THE AMOUNT OF $21,400.00 FOR A TWO-YEAR TERM WHEREAS, based upon the recommendation of the Police Chief, it has been deemed in the best interest of the health, safety and welfare of all Village residents and inhabitants to install license plate readers in order to assist law enforcement efforts in the Village; and WHEREAS, Flock Group, Inc. provides a software and hardware solution for automatic license plate detection through Flock's technology platform; and WHEREAS, the Mayfield Village Police Chief reviewed the proposal of Flock Group, Inc. and recommends that the Village enter into a contract with Flock Group, Inc. for a two-year term in the amount of $21,400.00 for the lease and service of automatic license plate readers. BE IT RESOLVED BY THE COUNCIL OF MAYFIELD VILLAGE, OHIO, THAT: SECTION 1. The Council of Mayfield Village does hereby direct the Mayor and President of Council to enter into a contract with Flock Group, Inc. for the lease and service of automatic license plate readers in a form substantially similar to the Agreement attached hereto and incorporated herein as Exhibit A. SECTION 2. Furthermore, the Council of Mayfield Village directs that the funds necessary under the Agreement with Flock Group, Inc. for the lease and service of automatic license plate readers be encumbered from revenues generated from the photo enforcement program that are deposited in the Capital Improvement Fund -Fund 410. Per Resolution No. 2022-12, revenue generated from the photo enforcement program implemented under Chapter 317 of the Village's Codified Ordinances are to be used for law enforcement expenses that enhance response to traffic incidents and improve enforcement of traffic safety laws, as well as for other Village capital needs. Council finds that the lease and service of automatic license plate readers is in keeping with the purpose and intent of the usage of the photo enforcement program revenue and thereby wishes to and authorizes the Finance Director to use the Capital Improvement Fund -Fund 410 to pay for the costs and expenses under the Agreement with Flock Group, Inc.
