J <br />RESOLUTION NO. 2023-19 <br />INTRODUCED BY: Mayor Bodnar <br />AN EMERGENCY RESOLUTION <br />AUTHORIZING THE VILLAGE OF MAYFIELD TO MAKE PAYMENT <br />TO THE SUBURBAN POLICE ANTI- CRIME NETWORK ("SPAN") <br />IN THE AMOUNT OF $44,040.00 FOR 2023 EXPENSES <br />WHEREAS, Mayfield Village, Highland Heights, Mayfield Heights, Lyndhurst and <br />Richmond Heights (the "Municipalities") entered into an agreement entitled "Amended <br />Agreement for Establishments of Regional Council of Governments" on August 14, 1972 (the <br />"1972 COG Agreement"); and <br />WHEREAS, the 1972 COG Agreement included the establishment of a Suburban Police <br />Anti -Crime Network (hereinafter "SPAN") which provided for the mutual interchange and sharing <br />of police personnel and equipment as well as the ability to jointly purchase and own specialized <br />police equipment and provide police training; and <br />WHEREAS, in 2021 the Municipalities amended and restated the terms of the 1972 COG <br />Agreement; and <br />WHEREAS, the units that make up SPAN include the SWAT Team, Bomb Squad, Traffic <br />Accident Investigative Unit, the Crisis Intervention Unit, and the Drug Enforcement Unit; and <br />WHEREAS, each unit is comprised of law enforcement officers from each of the five <br />communities and are dedicated to the unit 24/7 in addition to their regularly assigned duties; and <br />WHEREAS, as part of the Agreement, the Village has agreed to make certain annual <br />payments for expenses; and Council wishes to authorize the payment of $44,040.00 to SPAN for <br />2023 expenses. <br />BE IT RESOLVED BY THE COUNCIL OF MAYFIELD VILLAGE, OHIO, THAT: <br />SECTION 1. In accordance with the terms of the Agreement creating the Suburban Police <br />Anti -Crime Network ("SPAN"), the Council of Mayfield Village authorizes the payment of <br />$44,040.00 to SPAN for 2023 annual expenses. <br />SECTION 2. The Council finds and determines that all formal actions of this Council <br />relating to the adoption of this Resolution have been taken at open meetings of this Council; and <br />co that deliberations of this Council and of its committees, resulting in such formal action, took place <br />
