Minutes of the Organizational Meeting of Council
Monday, January 9, 2023
Page 3
• Nomination and Election of Council President and Council President Pro Tem
for 2023
Election of President of Council for 2023
Mayor Bodnar stated, at this point, I would like to open the floor for nominations for Council
President for 2023. Are there any nominations?
Mr. Arndt, seconded by Mr. Marquardt, nominated Councilman Steve Schutt for Council President
for 2023.
Mayor Bodnar asked, are there any further nominations for Council President?
Mr. Meyers, seconded by Mr. Murphy, nominated Councilman George Williams for Council
President for 2023.
Mayor Bodnar asked, are there any further nominations for Council President?
There were none.
Mr. Williams asked, is there discussion?
Ms. Calta replied, I would close the nominations and open the floor to entertain discussion.
Robert's Rules of Order state that they are voted on in the order they were nominated. You will
have a first motion on the first nominee and then open it for discussion, unless you want to do all
the discussion prior to the motions. We can do that also.
Mayor Bodnar stated, so there will be two votes tonight. Do you have to vote no on the first to
vote on the second one?
Ms. Calta replied, there will be a first vote on the first nomination. If there are enough votes, which
is a majority to appoint, then that vote will carry and that nomination will be appointed. If there
are not enough votes from the majority, then you will go to the second nomination to vote on that.
Mr. Williams stated, I missed the part about discussion.
Ms. Calta stated, typically we will entertain a motion and then we will say discussion. We can do
it like we typically do or because there are two separate nominations, we can open up discussion
on both before we entertain the motion.
Mr. Williams stated, it sounded like she was getting ready to call for the vote.
