Seven years ago, this is how I began my first State of the <br />Village address. The quote is from the book, The Art of Racing in the Rain, by Garth Stein, and <br />its applicability is timeless. Focusing on the next turn of the track will not yield the win. Rather, <br />we must look farther down the road, and anticipate changes, in order to claim success. <br />In Mayfield Village, sound financial planning has netted us economic success, and it continues to <br />give us a firm foundation as we navigate the road ahead. Where we go from here is dependent <br />not only on our landscape, but also on sound leadership, experience and vision. In the last 3 1/4 <br />years, our business landscape has changed. While we are not exactly a wholly -owned company <br />town, our economy did flourish from the millions of dollars in payroll taxes that we received <br />every year from Progressive Insurance Company. While thousands of Progressive jobs remain in <br />Mayfield Village, we receive no tax revenues from those jobs unless the employees are <br />physically within our borders while they are at work. For the most part, they are not. In addition, <br />Progressive does not appear to have any plans to mandate a return to work. To the extent that <br />Campus I and I1 remain largely vacant, that is a detriment to the Village. <br />It is within this landscape that we must navigate toward a successful future, and we are doing just <br />that. First, the fact that we have positioned ourselves to be strong in the face of revenue loss is <br />crucial to our future success. Knowing the amount we received annually from Progressive <br />income taxes, and being aware that we are a geographically small community, that our footprint <br />is largely residential and Metroparks areas, and that Progressive owns a great deal of our <br />business property, with the remainder being primarily on Beta Drive, we built a reserve far <br />greater than other communities which may have a larger geographic area or a more diversified <br />business base. <br />
