RESOLUTION NO. 2023-51 <br />INTRODUCED BY: Mayor Bodnar <br />AN EMERGENCY RESOLUTION <br />AUTHORIZING MAYFIELD VILLAGE TO ACCEPT FUNDS IN THE AMOUNT OF <br />TWENTY THOUSAND DOLLARS ($20,000.00) FROM THE STATE OF OHIO <br />THROUGH THE OFFICE OF BUDGET AND MANAGEMENT FOR THE OHIO <br />AMBULANCE TRANSPORTATION PROGRAM AND MAKE PREMIUM <br />PAYMENTS TO ELIGIBLE EMPLOYEES WITH THOSE FUNDS <br />WHEREAS, the American Rescue Plan Act (`ARPA") which was signed into law <br />March 11, 2021, established the Coronavirus State and Local Fiscal Recovery Funds <br />(`SLFRF"); and <br />WHEREAS, $350 billion was appropriated to be used by state, local, and Tribal <br />governments across the country to support their response to and recovery from the COVID-19 <br />public health emergency; and <br />WHEREAS, the State, through the Office of Budget and Management ("OBM"), was <br />directly allocated and accepted $5.3 billion in SLFRF relief as federal award identification <br />number SLFRP0130 from the United States Department of the Treasury; and, <br />WHEREAS, pursuant to Section 280.10 of Amended Substitute House Bill 45 (`H.B. <br />45"), the 134`h General Assembly of the State of Ohio appropriated $20 million in SLFRF funds <br />to OBM in appropriation item 042627, Ohio Ambulance Transportation, and <br />WHEREAS, pursuant to Section 280.10 of H.B. 45, appropriation item 042627, Ohio <br />Ambulance Transportation, shall be used by OBM to administer grants to any public, not -for - <br />profit, or private ground ambulance transport provider, who submitted claims to the Ohio <br />Department of Medicaid during the current state fiscal year; and <br />WHEREAS, ambulance transportation providers shall use the funds to provide premium <br />pay to eligible employees; and <br />WHEREAS, the Village applied for and was awarded a grant in the amount of twenty <br />thousand dollar ($20,000.00); and <br />WHEREAS, Village Council finds good cause to accept the grant and authorize the <br />premium pay to the eligible employees thereunder. <br />BE IT RESOLVED BY THE COUNCIL OF MAYFIELD VILLAGE, OHIO, THAT: <br />SECTION 1. Council hereby accepts funds in the amount of Twenty Thousand Dollars <br />($20,000.00), from the State of Ohio, through the Office of Budget and Management for the Ohio <br />Ambulance Transportation Program and authorizes the requisite premium payments to eligible <br />employees thereunder. Premium payments shall be made based upon hours worked on duty <br />during the time period July 1, 2020 through December 31, 2020, with full-time eligible <br />
